Vietnam, Belarus sign joint statement on strategic partnership

Minsk (VNA) – General Secretary of the Communist Party of Vietnam Central Committee To Lam and President of Belarus Aleksandr Lukashenko signed a joint statement on the establishment of the two countries’ strategic partnership on May 12.

The two leaders inked the statement following their talks in Minsk, part of General Secretary Lam’s state visit to Belarus.

They also witnessed the handover of cooperation documents between the two countries, including a letter of intent on promoting cooperation in training service members and experts between the Vietnamese Ministry of National Defence and the Belarusian Ministry of Defence; a memorandum of understanding (MoU) on digital transformation between the Vietnamese Ministry of Science and Technology and the Belarusian Ministry of Communications and Informatisation; and an MoU on cooperation in science, technology, and innovation between the Vietnamese Ministry of Science and Technology and the Belarusian State Committee on Science and Technology.

Other documents are those on a cultural cooperation programme for 2026–2028 between the Vietnamese Ministry of Culture, Sports and Tourism and the Belarusian Ministry of Culture; a cooperation programme for 2025–2027 between the Vietnamese and Belarusian Ministries of Justice; an MoU on pharmaceutical cooperation between the Vietnamese Ministry of Health and its Belarusian counterpart; a cooperation agreement between Radio the Voice of Vietnam and the National State Television and Radio Company of Belarus; and an MoU between the Vietnam Union of Friendship Organisations and the Belarusian Society of Friendship and Cultural Relations with Foreign Countries.

On this occasion, President Lukashenko honoured the Vietnamese Party chief with the Order of Friendship of Peoples.

Upholding the traditional friendship and multifaceted cooperation between Vietnam and the former Soviet Union, the friendship and cooperation between Vietnam and Belarus have been reinforced and developing unceasingly over the past years.

General Secretary Lam’s state visit to Belarus holds great significance as it aims to not only enhance the political trust between Vietnam and the countries it has traditional friendship with, but also demonstrate Vietnam’s determination to strengthen the time-tested relations with the countries that were once members of the Soviet Union, including Belarus./.
