NA Chairwoman Nguyen Thi Kim Ngan addresses the conference (Photo: VNA) Hanoi (VNA) – The National Assembly Standing Committeeconvened a conference of full-time NA deputies on September 6 to discuss thedraft revised law on fighting corruption and draft adjustments to the Law on HigherEducation.
In opening the conference, NA Chairwoman Nguyen Thi Kim Ngan said thedebate of bills by full-time NA deputies before submitting the bills to NAsessions helps enhance the quality of draft laws, especially those deal withcomplicated issues and contain highly technical and specialized contents.
The draft revised anti-corruption law has been discussed at two NAsessions and is scheduled to be approved at the sixth session, in order to institutionalizethe Party’s resolution on preventing and combating corruption, rectify thelimitations and shortcomings of the existing law, thus addressing newly arisingproblems in the anti-corruption fight and requirements of international integration.
Opinions of the full-time deputies at this conference will help the lawdrafting board to fine tune the bill, especially the contents related to thedeclaration of assets and incomes and the expansion of the law’s scope tonon-state sectors.
Meanwhile, the draft law on adjusting and supplementing a number ofarticles of the Law on Higher Education is selected for discussion at thisconference because of the great public interest.
NA Chairwoman Ngan said the draft should clarify the State’sresponsibility in investment and management of various types of highereducation establishments, the organizational structure and administration ofhigher education institutions, as well as issues related to tuition fee, taxand standards of lecturers.
She requested the conference to focus attention on contentious issuesand seek feasible solutions so that the draft laws will receive high consensusat the upcoming NA plenary session.-VNA
