Hanoi (VNA) - Vice Chairman of the municipal People’s Committee Truong Viet Dung has signed a document regarding the implementation of the Prime Minister’s Official Dispatch No. 187/CD-TTg on simplifying administrative procedures and business conditions.
Under Official Dispatch No. 5550/UBND-NC, dated October 13, Hanoi will intensify efforts to streamline regulations and enhance administrative efficiency.
The Department of Justice, the Department of Finance and the city’s Public Service Centre are tasked with reviewing the impact of administrative procedures and business conditions in draft legal documents, especially those relating to the private sector and household businesses. They must incorporate feedback and improve the quality of legal assessments.
Departments and agencies across the city must strictly and promptly implement approved simplification plans. They are encouraged to proactively cut and simplify procedures during the drafting of new legal documents. In 2025, the city aims to reduce at least 30% of the time and costs associated with administrative procedures for business activities.
The city's Public Service Centre will ensure all administrative procedures are promptly and accurately published on the National Administrative Procedure Database, enabling easy access for both officials and the public.
On removing administrative boundaries and fully digitising public services, the Public Service Centre, in coordination with the Department of Finance and relevant agencies, will ensure that 100% of administrative procedures related to businesses are available online in 2025. This aims to create a transparent, efficient and paperless environment.
Hanoi will publish and implement the list of procedures that can be completed regardless of administrative boundaries, allowing residents to submit applications at their convenience, wherever they live, study or work.
Authorities are instructed to provide clear guidance and ensure smooth handling of administrative procedures for both individuals and enterprises, to achieve 100% boundary-independent processing by the end of 2025.
The city will complete the migration of data from legacy systems to the unified post-merger system, allocate sufficient funding and personnel, and upgrade IT infrastructure. Communes handling fewer than 20 applications per day will not be required to install queueing machines or display screens. All related work is scheduled for completion by October 15./.
