Hanoi (VNA) – Overseas Vietnamese, particularly intellectuals, experts and entrepreneurs, have been actively contributing ideas to the draft documents for the upcoming 14th National Party Congress.
Many view the drafting process as an opportunity to express their attachment to the homeland and to support Vietnam’s sustainable development and deeper global engagement.
Speaking to VietnamPlus e-newspaper, Chairman of the State Committee for Overseas Vietnamese Nguyen Trung Kien shared key outcomes of affairs relating to overseas Vietnamese and highlighted the community’s robust engagement in the drafting process.
According to Kien, efforts in recent years to support overseas Vietnamese have achieved significant progress, demonstrating advances in mindset, policymaking and practical implementation.
The Party and State have prioritised measures to improve both the material and spiritual lives of the overseas community, especially in preserving the Vietnamese language and cultural identity, supporting integration in host countries and strengthening community cohesion. These initiatives have helped create a stable and solid foundation that encourages overseas Vietnamese to maintain close ties with their homeland.
Citizen protection work and legal support have also improved markedly, reflecting the policy of placing people at the centre. Meanwhile, programmes to promote Vietnamese language teaching abroad such as overseas Vietnamese language classes and the “Vietnamese Bookshelf” initiative have generated positive results and expanded across regions.
Kien noted that efforts to connect with and mobilise overseas Vietnamese experts, intellectuals and entrepreneurs have grown substantially, focusing on strategic sectors including science and technology, innovation, digital transformation, education and healthcare.
Coordination between ministries, agencies, localities and the State Committee for Overseas Vietnamese has strengthened, helping spread the message that overseas Vietnamese remain central to relevant policies.
Many overseas-initiated models and initiatives have been multiplied domestically. Increasing numbers of Vietnamese experts abroad now participate in policymaking, strategic consulting, innovation activities, start-up mentoring and high-quality human resource development.
Looking ahead, Kien said that as the draft Political Report for the 14th National Party Congress continues to emphasise the great national unity bloc including the overseas community, policies for overseas Vietnamese will be further deepened and made more practical, contributing to the nation’s development and to a strong, united overseas community in the new era.
Regarding feedback gathered so far, Kien said the consultation process has been extensive, with more than 1,300 opinions received from overseas Vietnamese across all continents.
“Overseas Vietnamese clearly demonstrated their confidence, affection and responsibility toward the homeland. They see this as an opportunity to express patriotism and contribute their intellect to national development,” he said.
Overall, overseas Vietnamese commended the draft Political Report for its quality and strategic vision, especially its integrated approach to economic, social and Party-building issues. Many also applauded the new structure, which consolidates four major reports into a single political report and incorporates an action programme—reflecting the spirit of “words must go hand in hand with actions.”
The proposed theme for the congress received strong support for conveying a clear and concise message of national aspiration and solidarity. Respondents also praised the strategic development directions, particularly the focus on science–technology, innovation and digital transformation as the core drivers of Vietnam’s new development model.
Regarding foreign affairs and international integration, overseas Vietnamese recommended strengthening coordination between representative missions and community associations, and expanding the role of the community in cultural diplomacy, scientific cooperation and people-to-people exchanges. Many also proposed developing networks of “People’s Ambassadors” to help promote an image of Vietnam that is innovative, humane and globally integrated.
On policies for overseas Vietnamese, most contributors expressed strong agreement with the draft’s reaffirmation that the overseas community is an inseparable part of the nation and a valuable resource for development.
Key proposals included creating a stable legal environment that supports integration and encourages contributions, and expanding Vietnamese language teaching and cultural preservation activities. Other ideas included promoting administrative reform and digital public services, developing exchange programmes, scholarships and internships for overseas youths, and building a global network of Vietnamese intellectuals, entrepreneurs and experts linked to domestic localities.
Kien emphasised that the 14th National Party Congress will be a milestone event as Vietnam enters a new stage of development with the aspiration to become a high-income developed country by the mid-21st century.
He said the overseas Vietnamese community closely follows the congress and places high expectations on its decisions, which are closely tied to the country’s future and to the pride of nearly 6.5 million Vietnamese living abroad.
“We believe the congress will continue to demonstrate strategic vision, reform-minded leadership and strong determination,” he said. “It will not only summarise past achievements but also ignite a powerful aspiration for progress among all Vietnamese, both at home and abroad.”
He added that overseas Vietnamese will remain steadfast in their attachment to the homeland and ready to accompany the Party and State in national development and defence.
“We hope the congress will continue to place Vietnamese people, whether at home or overseas, at the centre of all development policies, fostering unity, creativity and sustainable growth for the nation in the new era,” Kien concluded./.
