OVs in China tapped for 14th National Party Congress’s draft documents

Vietnam is soliciting input on the draft documents for the 14th National Party Congress, inviting intellectuals and overseas Vietnamese (OVs), including those in China, to weigh in on building a prosperous nation poised for a new era.

Beijing (VNA) – Vietnam is soliciting input on the draft documents for the 14th National Party Congress, inviting intellectuals and overseas Vietnamese (OVs), including those in China, to weigh in on building a prosperous nation poised for a new era.

Dr. Pham Thi Thanh Loan, General Director of Guangdong Viet-Viet Tourism and Trade Services Co., Ltd., said the draft political report delivers a candid and objective appraisal of Vietnam’s gains over the past five years under the 13th National Party Congress’s resolution and four decades of Doi Moi (renewal), while pinpointing shortcomings and charting new goals and policy fixes for future growth.

A standout feature, she noted, is its focus on innovation, self-reliance and national aspiration for progress. The document targets fast, sustainable growth fueled by science, technology, innovation and digital shifts, with the private sector flagged as a core growth driver. It lays out 2030 milestones and a 2045 vision, doubling down on Vietnam’s high-income developed-nation goal.

The draft also pays special attention to building a clean, strong Party and political system as the linchpin of success. Anti-corruption and anti-wastefulness campaigns remain top priorities, backed a strong political will and a “no forbidden zone” stance.

It also outlines major challenges, including the risk of economic stagnation, limited competitiveness, environmental pressures, social welfare issues and gaps in management capacity, reflecting the Party’s objective and self-renewing spirit, Loan said.

She offered three suggestions to the draft. The first is competitive pay, research autonomy mechanisms and modern facilities for universities and research institutes to lure and keep top scientists, including OVs. She proposed embedding digital economy and creative thinking in school curricula nationwide.

Second, she urged stronger mechanisms for regional connectivity via coordinated “growth poles” and “economic corridors”, with shared resources and cross-provincial infrastructure to curb fragmented development.

Third, on climate adaptation, she called for integrating climate resilience across all socio-economic, defence and security strategies, particularly in the Mekong Delta and central coastal areas, with firm targets for pollution control, disaster-proof infrastructure, and early warning systems.

Loan said she expects the 14th National Party Congress to adopt breakthrough policies that can realise Vietnam’s development aspirations, alongside a clearer, steadier legal framework and deeper, lasting ties between OVs and the homeland./.
