The National Assembly’s External Affairs Committee and the US Agency forInternational Development (USAID) held a seminar to share experience inthe negotiations and signing of free trade agreements (FTA) in Hanoi onApril 19.
According to Deputy Chairman of the NAExternal Affairs Committee Ngo Duc Manh, Vietnam has kept pursuingits open policy of active integration into international economics andprepared economic and human resource conditions to successfullyimplement the integration process on the basis of upholding internalstrength while ensuring independence, self-reliance, equality and mutualinterests.
The signing and negotiations of internationaltreaties is one of the issues under the supervision of the NA ExternalAffairs Committee, he said.
Talking about Vietnam ’schallenges and benefits during FTA negotiations and signing, former UStrade representative Professor Susan Schwab said the signing of FTAwith other countries, including the US , brought benefits to Vietnamin trade development.
The country’s export-importstructure has been changed to suit the global supply chain, whilelong-term and high-value foreign direct investment flows have increased,benefiting enterprises, she said.
She also said thatVietnam ’s accession to the WTO gave the country a chance to enjoytariff reduction applied to its exports.
According to formerDeputy Prime Minister Vu Khoan, Vietnam needs to change its way ofthinking to be compatible with world trends, have high politicaldetermination, take advantage of opportunities and overcome challengesin order to achieve its goals in the negotiations and signing of FTA.
Despitebeing partners, there are still differences in economic developmentlevels between VN and the US , he said, adding that they shouldfollow international law but consider the development of each countryduring the negotiations.
The success of negotiations andsigning also depends on the consensus of ministries and branches, andthe close direction and consultation between the Government and the NA.
According to Deputy Industry and Trade Minister Tran QuocKhanh, by December 31, 2011, Vietnam had joined eight regional FTA,which focused mainly on trading in goods.
Vietnam should alsopay attention to partners outside the region which can complement ratherthan compete, since FTA will help the country gradually better itseconomic regulatory environment, enhance transparency and createfavourable conditions for business, the deputy minister said.-VNA
