Amendments to Constitution must follow legal procedures, reflect public opinion: Party chief

Hanoi (VNA) – The National Assembly (NA) on May 5 morning held group discussions on proposed amendments to the Constitution 2013 and the establishment of a drafting committee for the revision.

In his remarks, Party General Secretary To Lam said that this session is addressing numerous crucial issues. Among them, he stressed that any constitutional amendments must strictly adhere to legal procedures and ensure broad public consultation.

The Party chief affirmed socio-economic development remains a priority, as it is essential to mobilise resources for national growth across sectors such as culture, education, and healthcare.

He also highlighted the importance of improving people’s living standards and emphasised the implementation of the Politburo’s two major resolutions – Resolution No. 66-NQ/TW on reforming the law making and enforcement work to meet national development requirements in the new era, and Resolution No. 68-NQ/TW on fostering the development of the private economic sector.

NA Chairman Tran Thanh Man noted that the current constitutional review has been carefully deliberated by the Politburo. The focus of the proposed changes is to facilitate the restructuring of the political system in accordance with Resolution No. 18-NQ/TW.

According to the top legislator, during this session, the NA Standing Committee will consider and adopt several resolutions on reorganising commune-level administrative units and other key matters. With regard to the mergence of provinces, the Government is expected to present a proposal on May 16, and the NA will discuss it on May 17 and vote on June 24.

Man said the amended Constitution is scheduled to be approved before June 30 and take effect on July 1. A transitional period of approximately six weeks will follow, allowing for the completion of restructuring at the local administration level and preparations for Party congresses at all levels in the run-up to the 14th National Party Congress as well as elections for the 16th National Assembly and People’s Councils at all levels in the 2026–2031 tenure.

Sung A Lenh, a deputy from the northwestern mountainous province of Lao Cai, stated that the revision of the Constitution 2013 demonstrates the NA’s proactive response to significant changes in the structure of the state apparatus and the growing requirements for institutional reform./.

NA Standing Committee's key work agenda for 2026 approved
