HCM City eyes 10-11% GRDP growth rate for 2025-2030 tenure

HCM City (VNA) - The first Congress of the Ho Chi Minh City Party Organisation for the 2025-2030 tenure wrapped up on October 15, putting forward 30 key targets, three strategic breakthroughs, and 10 pivotal tasks and solutions, including an average GRDP growth rate of 10–11% per year.

Under the congress's resolution, the city aims for per capita GRDP of approximately 14,000–15,000 USD; total social investment capital over five years to reach 35–40% of GRDP; and the digital economy to account for 30–40% of GRDP. At least 4–5% of the annual state budget expenditure will be allocated to science, technology, and digital transformation. The Human Development Index (HDI) is expected to exceed 0.8.

By 2030, the city will have 35.1 hospital beds, 21 doctors and 35 nurses per 10,000 people. Starting in 2026, residents will receive free annual health check-ups or screenings at least once a year. The city also aims to ensure a minimum of 300 classrooms per 10,000 residents of school age (from 3 to 18 years old) by 2030; and the proportion of workers with college or university degrees will reach at least 24% or higher.

The congress also set out three key and breakthrough programmes focusing on policies and institutions, infrastructure development, and human resources development. Specifically, the city will continue to focus on removing obstacles and thoroughly solving long-lasting difficulties and bottlenecks related to projects, works, and land issues.

It will promote regional connectivity through an external transport network linking with the provinces of Dong Nai, Tay Ninh, Dong Thap, and Lam Dong. At the same time, the goal is to intensify innovation in education and training through digital technology and artificial intelligence, strengthening integrated learning approaches, and universalising English proficiency.

Secretary of the Party Central Committee, Secretary of the municipal Party Committee Tran Luu Quang said that the most important outcome of the congress was the high level of consensus achieved. It clearly defined the guiding principles, objectives, and strategic directions for the next five years and beyond - marking a new phase for the city following its merger. This is driven by the aspiration to rise to regional prominence, achieve international integration, and pursue rapid and sustainable development./.
