PM mandates readiness for project groundbreaking and inauguration ceremonies

VTV is responsible for working with the Voice of Vietnam and the Vietnam News Agency (VNA) in developing a detailed script for the ground-breaking, inauguration ceremonies for projects celebrating the 14th National Party Congress to be sent to the Ministry of Construction, relevant ministries, localities, and corporations for coordination and implementation across all sites.

Hanoi (VNA) – The Prime Minister has issued an official dispatch directing the organisation of ground-breaking, inauguration ceremonies for projects celebrating the 14th National Party Congress.

The dispatch states that in preparation for the groundbreaking, inauguration, and technical opening ceremonies of works and projects marking the 14th National Party Congress, the PM has assigned specific tasks to ministries, sectors, provincial and municipal People’s Committees, corporations, groups, and relevant units to promptly perform the work.

With a very short time remaining until December 19, 2025, the PM has instructed ministers, local leaders, and heads of relevant groups and corporations to strictly implement his directions and ensure that project owners and investors are fully prepared to organise the ceremonies in line with an unified script developed by Vietnam Television (VTV), ensuring efficiency, safety, and cost-effectiveness.

They are required to closely coordinate with VTV, the Vietnam Posts and Telecommunications Group (VNPT), the Viettel Military Industry and Telecoms Group (Viettel), and the Ministry of Construction throughout the preparation process to ensure the successful organisation of the events.

The assigned units are responsible for the schedule and quality of the events they lead, ensuring full preparation of all stages. They are to coordinate with VNPT and Viettel on network connection, and with VTV and local broadcasters on producing reports and providing audio-visual signals that meet technical and scripting requirements for live broadcast and online transmission on the national television network.

Relevant agencies are required to fully ensure the quality, progress, and organisation of events under their responsibility; provide VTV and the organising board with high-quality images and videos for broadcasting; coordinate with VNPT, Viettel, and broadcasters to ensure seamless live and online transmission; engage professional event organisers; and invite relevant stakeholders to attend.

The chairpersons of provincial and municipal People’s Committees are tasked with ensuring local connections and broadcast signals to the central venue, as well as implementing comprehensive measures to guarantee security, safety, power supply, communications, traffic management, medical services, and fire prevention at event sites.

VTV is responsible for working with the Voice of Vietnam and the Vietnam News Agency (VNA), in developing a detailed ceremony script and programme to be sent to the Ministry of Construction, relevant ministries, localities, and corporations for coordination and implementation across all sites. VTV will also lead media coverage before, during, and after the event across its channels and social media platforms.

VNA, VOV, and Nhan Dan Newspaper are tasked with planning and executing media programmes before, during, and after the event, ensuring diverse and impactful content that spreads positive energy among the public in celebration of the 14th National Party Congress.

Meanwhile, the Ministry of Home Affairs will honour outstanding organisations and individuals in key emulation movements and coordinate with VTV on related programme scripts. The Ministry of Construction and the Government Office will monitor implementation by ministries and localities, reporting to Deputy Prime Minister Tran Hong Ha or Prime Minister Pham Minh Chinh as needed.

As of December 14, the Ministry of Construction had compiled a list of 234 such projects. Of these, 148 projects are scheduled for ground-breaking, while 86 are set for inauguration or technical opening. The list includes 38 projects invested by ministries and sectors, 39 by groups and corporations, and 157 by localities.

The total investment for these projects exceeds 3.4 quadrillion VND (129.1 billion USD), including more than 627 trillion VND for 96 state-funded projects and over 2.79 quadrillion VND for 138 projects financed by other sources.

The ground-breaking and inauguration ceremonies for the above-mentioned projects are scheduled to take place on the morning of December 19, marking the 79th anniversary of National Resistance Day (December 19, 1946–2025), in a hybrid format across 79 venues. The main venue will be in Hanoi, with 11 in-person sites in provinces and cities, and online connections to 67 project sites nationwide./.
