PCC’s Inspection Commission scrutinises wrongdoings in Tuyen Quang, Phu Tho

The Party Central Committee (PCC)’s Inspection Commission convened its 48th session in Hanoi on October 1 and 2, discussing wrongdoings by certain collectives and individuals in northern Tuyen Quang and Phu Tho provinces.

Hanoi (VNA) – The Party Central Committee (PCC)’s Inspection Commission convened its 48th session in Hanoi on October 1 and 2, discussing wrongdoings by certain collectives and individuals in northern Tuyen Quang and Phu Tho provinces.

The Inspection Commission found that the Party Civil Affairs Board of the Tuyen Quang provincial People’s Committee had violated the principle of democratic centralism and working rules, lacked a sense of responsibility, and relaxed leadership and directions, enabling the provincial People’s Committee and many collectives and individuals to seriously violate the Party’s regulations and the State’s law during the implementation of Bidding package 26 of the Tuyen Quang - Phu Tho Expressway project (carried out by Thuan An Group JSC). Some officials and Party members, including key officials of the province, had violated the Party’s regulations and the State’s law on corruption and negative behaviour prevention and control, along with the rules on the things Party members are banned from doing and on the responsibility for setting an example.

Those wrongdoings had caused serious consequences, posed risk of losses to the State’s money and assets, stirred public concern, and undermined the prestige of the local Party organisation and administration to an extent that requires punishment.

The responsibility for the abovementioned violations and shortcomings belonged to the Standing Board of the Tuyen Quang provincial Party Committee in the 2020 - 2025 tenure, the Party Civil Affairs Board of the provincial People’s Committee in the 2016 - 2021 and 2021 - 2026 tenures, along with Chau Van Lam (former member of the Party Central Committee and former Secretary of the provincial Party Committee), Tran Viet Cuong (Vice Secretary of the Party Committee, Chairman of the People’s Committee of Tuyen Quang city, and former Secretary of the Party cell of and Director of the management board for transport infrastructure investment and construction projects of Tuyen Quang province), and some other Party organisations and members, the Inspection Commission said.

Given the content, nature, level, consequences and causes of the wrongdoings and basing on the Party’s regulations, it decided to dismiss Cuong from all positions in the Party. It issued a warning to the Party cell of Tuyen Quang province’s management board for transport infrastructure investment and construction projects, and Ha Van Sang, member of this Party cell and Deputy Director of the management board. A reprimand was also given to the Party Civil Affairs Board of the Tuyen Quang provincial People’s Committee in the 2016 - 2021 and 2021 - 2026 tenures, along with Ha Quoc Dung, Vice Secretary of the Party Committee and Deputy Director of the provincial Department of Construction.

The Inspection Commission announced disciplinary measures against some Party organisations and members involved. It also proposed competent authorities to issue disciplinary measures against the Standing Board of the provincial Party Committee in the 2020 - 2025 tenure and Lam.

Looking into wrongdoings at the Party organisation of Phu Tho province, the commission found that the Standing Board of the provincial Party Committee in the 2010 - 2015 tenure and the Party Civil Affairs Board of the provincial People’s Committee in the 2011 - 2016 tenure had infringed the principle of democratic centralism and working rules, lacked a sense of responsibility, and relaxed leadership and directions, enabling the provincial People’s Committee and many collectives and individuals to seriously violate the Party’s regulations and the State’s law during the implementation of some projects and bidding packages by Phuc Son Group JSC. Many officials and Party members, including key officials of the province, had shown degraded political thought, morality, and lifestyle, broken the Party’s regulations and the State’s law on corruption and negative behaviour prevention and control, and violated the rules on the things Party members are banned from doing as well as on the responsibility for setting an example.

The Inspection Commission noted those wrongdoings had resulted in very serious consequences, posed risk of great losses and wastefulness to the State’s money and assets, triggered negative public opinions, and undermined the prestige of the local Party organisation and administration to an extent that requires punishment.

The responsibility for those wrongdoings and shortcomings belonged to Ngo Duc Vuong, former member of the Party Central Committee and former Secretary of the Phu Tho provincial Party Committee; Nguyen Doan Khanh, former member of the Party Central Committee, former Secretary of the provincial Party Committee, former Secretary of the Party Delegation of and former Chairman of the provincial People’s Council, and former Secretary of the Party Civil Affairs Board of and former Chairman of the provincial People’s Committee; Hoang Dan Mac, former Secretary of the provincial Party Committee, former Secretary of the Party Delegation of and former Chairman of the provincial People’s Council, and Secretary of the Party Civil Affairs Board of and former Chairman of the provincial People’s Committee; and Luu Quang Huy, member of the provincial Party Committee and Secretary of the Party Committee of Ha Hoa district; along with some other Party organisations and members.

Given the content, nature, level, consequences and causes of the wrongdoings and basing on the Party’s regulations, the Inspection Commission decided to issue a warning to the Party Civil Affairs Board of the Phu Tho provincial People’s Committee in the 2011 - 2016 tenure.

It also proposed competent authorities issue disciplinary measures against the Standing Board of the provincial Party Committee in the 2010 - 2015 tenure, as well as Vuong, Khanh, and Huy.

At the session, the commission also discussed wrongdoings by the Party Delegation of the Vietnam Chamber of Commerce and Industry (VCCI), and several other important matters./.
