In thereport, he gave further explanations on the socio-economic situation andthe management leadership of the 2014 socio-economic development plan.
PMDung said in October and November, the socio-economic situationrecorded positive changes with the macro economy improved and inflationcontrolled. Consumer price indexes rose 0.49 percent in October and 0.4percent in November. Industrial production continued to recover and 1.4million jobs were generated (88 percent of the yearly plan).
“Theabove achievements will create favourable conditions for us to strivefor the fulfilment of the objectives and targets that the Government hadreported to the National Assembly at its opening session,” he stressed.
To meet the 2013 plan, the PM called for more efforts to promote recorded outcomes and consistently carry out set solutions.
Regardingthe leadership of the management and operation of the 2014socio-economic development plan, he emphasised the need to achieveinflation control, macroeconomic stability and appropriate growth.
TheGovernment will synchronously and effectively direct fiscal andmonetary policies and prices of State-regulated goods and services tosupport production and business, curb inflation, maintain macroeconomicstability in the short and medium terms, he said.
According tothe report, the country’s public debt is at a safe limit. He affirmedthat the Government will instruct the synchronous implementation ofsolutions to deal with bad debts.
On public investmentrestructuring, he said work continues to be carried out in medium-terminvestment, raising the effectiveness of public investment and avoidingextensive, wasteful investment.
On State-owned enterprise (SOE)restructuring, the Government is working hard to overcome shortcomingsand raise the effectiveness of SOE operations.
The application ofadvanced science-technology in agriculture and the formation of valuechains will be encouraged, PM Dung said, stressing that solutions willbe taken synchronously to realise the project to restructure agricultureand build new-style rural areas.
Regarding reservoirs,he said the Government has asked relevant sectors and branches tostrengthen safety inspections and the responsibility of investors inproviding maintenance and upgrades. For the 2014-2015 period, capitalallocation for upgrading and repairing at-risk reservoirs will bereviewed.
In the report, PM Dung also mentioned social issues,including poverty reduction in ethnic group-inhabited areas, hospitalovercrowding and medical ethics.
Answering questions on thestagnant issuance of guidance documents for the enforcement of laws andordinances, PM Dung affirmed that building such documents is theGovernment’s key task.
Since 2012, the Government has worked tofix the slow promulgation of guidance documents, he said, however,admitting that the situation needs to quickly be addressed.
Thisyear, the Government has to issue 129 documents for the enforcement of38 laws and ordinances. Only 19 papers have yet been finished, he said,pledging to fulfil the task by the end of the year.
Regardingquestions on the management of hydropower projects, he affirmed theGovernment has carried out a tight appraisal and management process forworking and near-operational works to ensure socio-economiceffectiveness, environmental protection and safety.
Concludingthe session, National Assembly Chairman Nguyen Sinh Hung stressed thatthe issues selected for the Q&A sessions need to be promptly solved.
Hecommented on the sessions, saying that ministers, heads of sectors anddeputies were frank about what have yet been done and worked together inseeking proper solutions to the situation.-VNA
