Hanoi (VNA) - Politburo member, Prime Minister Pham Minh Chinh on August 8 attended the first congress of the Party Organisation of Tay Ho ward of Hanoi for the 2025–2030 term, during which he called for fresh momentum to turn the ward into a model that takes the lead in all fields.

Speaking at the event, PM Chinh stressed the congress’s significance as a major political event for Tay Ho ward, taking place a month after the launching of the two-tier local administration model, amid the nation’s vibrant emulation movements towards the 80th anniversary of the August Revolution (August 19) and National Day (September 2, 1945 - 2025), the 18th Congress of the Hanoi municipal Party Organisation, and the 14th National Party Congress.

This is the first congress of the Party Organisation, the administration and people of Tay Ho ward after the reorganisation, marking the way and inspiring a new development path, he said.

The PM commended the efforts, determination, and achievements of Hanoi’s Party organisation, administration, armed forces, and people across fields, especially in streamlining the administrative apparatus, noting that the capital city has set an exemplary example nationwide by restructuring 526 communes and wards into 126 ones.

He highlighted Tay Ho’s unique potential, from its prime location and iconic West Lake – a hub of history, culture, and spirituality – to its diverse population, strong infrastructure, and vibrant services and tourism, stressing that with bold vision, creativity, and ambition, the ward will soon gain new strategic projects to boost connectivity.

The Party building and the building of a clean, strong, and comprehensive political system has been prioritised and carried out decisively, methodically, and with notable innovations, the PM said.

With unity, consensus, high determination, great effort, and decisive and effective action, the two-tier local administration model in Tay Ho ward has operated smoothly and orderly, promptly serving and meeting people’s demands.

PM Chinh congratulated and praised the efforts and achievements of the Party Organisation, administration, and people of Tay Ho ward, saying that these have actively contributed to the success of the capital city and the whole country.

He highly valued the frank and open-minded spirit of the ward’s Party Committee, while calling for more efforts to address difficulties, especially those related to digital infrastructure and data, to serve the people’s demands better.

Tay Ho must accelerate, make breakthroughs and act even more boldly in the coming period, setting higher and more ambitious goals than those of the capital city and the nation, the leader said.

He especially emphasised the need to continue strengthening the Party building, enhancing the leadership capacity and combat strength of the Party organisation, and improving the quality of cadres and Party members by developing a team with strong ethics, competence, credibility, and close ties to the people.

PM Chinh asked the ward’s Party organisation to strictly implement and creatively apply the Party’s five leadership principles and five leadership methods. He also called for a proactive review of tasks to ensure smooth and continuous operations of the two-tier local administration, especially by building and completing digital transformation infrastructure, and shifting the mindset and approach from administrative and passive mindset to proactive, constructive, and service-oriented in addressing the needs of residents and businesses.

The PM noted that Tay Ho ward needs to have long-term planning and vision for infrastructure development, aiming to build and manage the urban area in a modern way.

The Government leader expressed his belief that, with the spirit of solidarity, democracy, discipline, breakthrough and development, the ward will confidently join Hanoi and the nation in entering a new era – the era of strong, prosperous and civilised development./.
