Hanoi (VNA) – Politburo member, Standing Vice Chairman of the National Assembly Do Van Chien on July 14 called on Hanoi to promptly adjust its economic growth scenario to reflect practical developments, remove bottlenecks and mobilise all available resources to achieve its 2026 growth target.
Addressing the fifth session of the 17th Hanoi People's Council for the 2026–2031 term, Chien urged deputies to demonstrate the highest sense of responsibility to ensure that decisions adopted by the capital city are effectively implemented.
He praised Hanoi for continuing to affirm its role as one of the country's key growth engines with comprehensive and foundational contributions, and gradually shifting from an administrative management model to a development-oriented governance approach.
He also commended the city's efforts to build a digital People's Council through paperless meetings and the application of artificial intelligence (AI) in document digitisation, records management and administrative operations. He noted that the city's single-account digital access system, allowing users to access multiple administration platforms with one account, has become a model that many localities are studying.
The Standing NA Vice Chairman also praised the municipal People's Council for swiftly issuing legal documents to implement the Capital Law 2026, helping remove bottlenecks related to planning, capital mobilisation, compensation and resettlement and facilitating major development projects.
He noted that Hanoi, as one of Vietnam's most important growth poles, must make stronger and more decisive efforts in the second half of the year to achieve economic growth of at least 11% in 2026. He said performance in economic growth, budget revenue collection, project implementation and public investment disbursement should become key criteria for evaluating agencies and officials. The performance of agency heads, he added, must be measured by the tangible results achieved by their organisations.
Chien also called for reform in oversight activities, saying the National Assembly and People's Councils at all levels should move from supervision based mainly on written reports and inspection delegations to data-driven oversight conducted throughout the implementation of policies. Such an approach will enable elected bodies to identify potential problems early, issue timely recommendations and closely monitor the implementation of their supervisory conclusions.
Opening the session, Chairwoman of the Hanoi People's Council Phung Thi Hong Ha said the session comes as the capital accelerates implementation of its 2026 socio-economic development goals.
She noted that Hanoi recorded GRDP growth of 8.22% in the first half of the year, the highest rate in many years. State budget revenue was estimated at nearly 411 trillion VND (15.6 billion USD), equivalent to 63.2% of the annual target, while foreign direct investment reached 3.23 billion USD and tourism revenue increased by more than 20% year-on-year. Major infrastructure projects have gathered pace, while national defence, security and social welfare have remained firmly safeguarded.
However, achieving the city's full-year growth target of 11%, while effectively implementing new policy mechanisms, unlocking development resources and addressing pressing public concerns, will require stronger determination and more decisive action, she added./.
