Hanoi (VNA) – Dr. Ignacio Bartesaghi, Director of the Institute of International Trade at the Catholic University of Uruguay, has praised Vietnam’s remarkable progress in comprehensive development and extensive integration into the international community over recent decades.

Talking to the Vietnam News Agency on the occasion of the 80th anniversary of Vietnam's National Day (September 2, 1945–2025), Bartesaghi noted that Vietnam has undergone profound changes in recent years, especially in manufacturing and industry. It has rapidly transformed from a pure agricultural country into one of emerging economies exporting high-tech goods worldwide, driven by the foreign investment attraction strategy and major urban infrastructure improvements.

Bartesaghi, who is also Coordinator of the ASEAN-Mercosur Chamber of Commerce, said that Vietnam’s foreign policy stands out for its flexibility, adding that the country has maintained strong relations with regional and global partners, actively engaged in the ASEAN Community, and developed close relations with major powers like the US and EU member states, thus expanding its external relations and attracting investment and technology for sustainable development.

Regarding education and training, the Uruguayan expert noted that Vietnam is promoting internationalisation, not only by hosting foreign students and scholars but also by sending Vietnamese students abroad. In recent years, academic cooperation between Vietnam and Latin America has grown significantly, with many Vietnamese universities welcoming students from the region to foster cultural exchange as well as collaboration in production, technology, and innovation.

The expert said his university is honoured to have established a partnership with Vietnam’s Foreign Trade University. He added that the two institutions have implemented student exchange programmes and hope to expand these activities in the near future.

Vietnam has demonstrated keen insight in seizing development opportunities, guided by a clear strategy focused on economic, technological, and international trade cooperation, he noted, expressing his belief that the Southeast Asian nation will continue its growth momentum and play a more active role in global production and trade networks./.
