14th National Party Congress’s draft documents more revolutionary, action-oriented, highly feasible: PM

Hanoi (VNA) - The draft documents to be presented to the 14th National Party Congress have been supplemented and refined to be more revolutionary, action-oriented, and highly feasible, Prime Minister Pham Minh Chinh affirmed on April 16.

Attending a national teleconference of the Party Central Committee’s Politburo and Secretariat to disseminate and discuss the implementation of the Resolution adopted by the freshly concluded 11th plenum of the 13th Party Central Committee, PM Chinh presented a speech on the core contents and new points in these draft documents, including the report on reviewing some theoretical and practical issues regarding the socialist-oriented renewal process over the past 40 years in Vietnam; the draft report on the summary of Party building work and the implementation of the Party’s Charter to be submitted to the 14th National Party Congress; the draft political report; and the draft report on the 5-year implementation of the 10-year socio-economic development strategy for 2021-2030 and the directions and tasks for the 2026-2030 period.

From the 10th to the 11th plenum of the Party Central Committee, the global situation has evolved rapidly and unpredictably. During this period, Vietnam has undertaken many actions in line with the global situation and domestic conditions, including carrying out a "revolution in reorganising the apparatus"; making breakthroughs in developing science, technology, innovation, and digital transformation; promoting international integration in the new context; striving to achieve the 8% growth target for 2025, creating momentum and force to reach double-digit rates in the following years; and determining the development of the private economy as the most important driving force in Vietnam's economic development.

At the 11th plenum, delegates contributed 538 ideas aimed at perfecting the draft documents.

The timely addition of new content to the reports to be presented to the Party Congress demonstrates the Party's wisdom, sensitivity, and flexibility, based on closely following and respecting reality, and using practical experience as the measure, the Prime Minister affirmed.

Regarding the political report, Chinh said that along with adding the learned lessons and forecasting the context and situation, it highlights the following viewpoints: ensuring development for stability, and stability for rapid and sustainable development of the country; promoting the comprehensive building and improvement of institutional frameworks for fast and sustainable development; addressing bottlenecks and obstacles in a timely and decisive manner; and unlocking all resources and mobilising all drivers of growth. Additionally, there is a strong push for breakthroughs in science, technology, innovation, and national digital transformation; attracting and making the best use of talent; and promoting the development of new productive forces.

Regarding the new points in the draft report on the 5-year implementation of the socio-economic development strategy for 2021-2030, the Prime Minister stated that the socio-economic development results for 2021-2025 will be supplemented with the following contents: In the last two years of the term, a strong focus has been placed on taking decisive actions, issuing numerous policies, and creating historical milestones, especially in implementing the revolution in reorganising the apparatus of the political system in a streamlined, strong, effective, and efficient manner; merging several administrative units at the provincial level; implementing a two-level local government model; ensuring macroeconomic stability, controlling inflation, and promoting growth; as well as effectively managing public, government, and foreign debts.

As for the forecast for the situation, viewpoints, and development goals for the 2026-2030 period, the draft socio-economic report outlines 11 main tasks and solutions, including several new contents such as improving the institutional framework and mobilising resources; accelerating industrialisation, modernisation, and restructuring the economy to establish a new growth model; developing the private economy and clearly identifying the private sector as the most important driving force of the economy; and implementing decisive breakthroughs in the development of science, technology, innovation, and digital transformation.

Meanwhile, the draft report on Party building work highlights that the reality has confirmed the Party's leadership is the decisive factor in all victories of the revolution, and Party building is a key task. Therefore, in the new era with very high new requirements, it is crucial to focus on enhancing the effectiveness and efficiency of the Party's leadership and governance, while defining the political mission of the Party in leading the country into the new era of the nation’s rise.

The Party Central Committee has agreed on 10 key tasks and solutions to be implemented during the 14th congress term, including perfecting and implementing the new organisational structure of the political system; controlling power, preventing and combating corruption and other negative phenomena; and significantly reforming the content and methods of operation of the Vietnam Fatherland Front, political-social organisations, and mass organisations.

To accomplish these tasks, the Government leader shared that the Party Central Committee has agreed on three breakthrough solutions to be implemented during the 14th term, particularly enhancing the Party's capacity for self-renewal and self-improvement to increase the effectiveness and efficiency of its leadership and governance, strengthening public trust, and efficiently implementing the new organisational structure of the political system to ensure smooth operations, meeting the development requirements of the country in the new era./.
