Concerted awareness, actions crucial to realise 11th plenum’s resolution: Party chief

Hanoi (VNA) – Party General Secretary To Lam stressed the crucial need for the highest political determination and consensus in awareness and actions among officials, Party members and people from all walks of life in realising the resolution of the 11th plenum of the 13th Party Central Committee during a national conference to popularise the resolution on April 16.

The Party chief described the implementation of the resolution as a revolution in streamlining the political system’s organisational apparatus, reorganising administrative units, and renovating national governance.

Calling for all officials and Party members’ clear awareness of their own responsibility in this national revolution, General Secretary Lam underlined the need for concerted awareness and actions among the community in completing all tasks and targets in the resolution, along with unity and close coordination in execution across ministries and localities in the work.

Though the the work is carried out in a spirit of both “running while getting in line,” he warned against rushing, emphasising that all work must be done carefully, systematically, with a clear order of priority, and in compliance with proper procedures, avoiding shortcuts or careless execution. Key milestones must be closely monitored to ensure timely completion, with early implementation encouraged where possible under the principle of “early stability for rapid development.”

Regarding the policy of establishing two-tier local administrations, General Secretary Lam acknowledged that this process will naturally stir emotions, especially as many people have deep attachments to their hometowns and heritage.

However, he said that meeting the nation’s current development needs requires a change in mindset and vision, a willingness to rise above personal interest, overcome local biases, and adopt the broad view that “the country is our homeland.”

He emphasised that restructuring is not just a technical change in administrative boundaries, but a reallocation of economic space, decentralisation, and resources redistribution, which is essential for growth.

The Party chief urged each locality to develop well-considered, long-term, people-centred rearrangement solutions.

Mentioning personnel work during the process, the leader reminded Party Committees and Party organisations to adhere the principle of Party’s absolute leadership, as well as transparency, openness and power controlled regulations.

Over preparations for the 14th National Party Congress, General Secretary Lam instructed provincial and municipal committees to finalise their draft documents by June 30, including merged or newly established localities.

Even if official mergers have not yet occurred, he encouraged proactive planning for development strategies under the new administrative geography and resource landscape.

Localities must quickly address weaknesses flagged by 19 inspection teams from the Politburo and Secretariat, especially the tendency of some officials to delay action while waiting and watching reorganisation unfold, he asked.

With many major and urgent tasks ahead, the General Secretary called on all levels of the Party and Government to uphold their sense of responsibility to the Party, the State, and the people, acting with the highest determination to realise the goals set by the resolution and lay the groundwork for a successful 14th National Party Congress, moving Vietnam into a new era of strength and prosperity./.
