Hanoi (VNS/VNA)– Hanoi’s State agencies have made 9,000 employees redundant so far this year.

The move is part of the Party and Government efforts to downsize the number ofpublic employees in recent years.

The city plans to make some 11,200 State employees redundant from 2018-20.

The information was released under a report of the city’s Home AffairsDepartment at a recent press conference held by the Hanoi Party Committee.

The number of State employees made redundant in the first nine months of thisyear was about seven times higher than the total number of State employees maderedundant in 2017.

Data from the department showed the city only downsized 1,300 State employeeslast year.

The report also said the city already allowed 106 non-business units to becomeself-funding so far this year.

Additionally, the city administration approved 196 non-business units beingoperated with self-funding from 2018-20.

Hanoi is one of pioneering localities nationwide in implementing the Party andGovernment’s downsizing policy that was issued in 2015.

Statistics from the Ministry of Finance showed that more than 7 million peoplereceive their wage from the State budget in Vietnam.

The payment of salaries, pension and other allowances from the State budget areestimated to account for up to half of the annual recurrent expenditure of theGovernment, 400 trillion VND (17.2 billion USD) each year.

Also at the press conference, Nguyen Dinh Hoa, Director of the Home AffairsDepartment, said the Public Administrative Reform (PAR) Index of Hanoi rankedsecond across 63 provinces and cities last year, one spot up from 2016.

In the meantime, the Provincial Competitiveness Index (PCI) of Hanoi ranked13th nationwide, the highest level the city has reached so far.

Hoa said the city had simplified administrative procedures to create favourableconditions for individuals, organisations and businesses.

It had implemented one-stop-shop policies that allowed local residents andenterprises to submit and receive their administrative records in one placeinstead of many places like before and registration and return ofadministrative records was carried out through post, he said.

The policy helped to save time and energy of individuals, organisations andbusiness, he said.

The city hopes to continue simplifying administrative procedures by using moreinformation technology in the future.-VNS/VNA
