Hanoi’s enhanced administrative reform facilitates two-tier local government model

The city identified administrative procedure reform connected with the decentralisation and delegation of authority as a key priority.

Hanoi (VNA) — Hanoi recorded significant progress in administrative reform in the first half of this year, laying a solid foundation for the official implementation of the two-level local government model starting July 1.

The city identified administrative procedure reform connected with the decentralisation and delegation of authority as a key priority. The city has issued numerous decisions and plans to enhance the control and reform of administrative procedures, while improving the single-window and intersectoral single-window mechanism. Based on these frameworks, local authorities have synchronously implemented related tasks.

To make procedures more accessible for residents and businesses, the municipal People’s Committee approved the simplification of four procedures related to planning and architecture, two procedures in construction planning, and 34 others in the fields of agriculture and environment. It also issued 32 decisions to approve internal processing workflows.

Notably, the administration directed agencies to classify and streamline case processing flows, helping to support the city’s goal of achieving over 8% GRDP growth in 2025.

Departments and sectors have jointly announced a list of “Green Lane” administrative procedures which are prioritised for faster processing, with time reduced by 30% to 60%. So far, 103 procedures in areas such as land management, construction, justice, agriculture, environment, and architecture are entitled to this mechanism.

Cumulatively, Hanoi has delegated authority to resolve 656 procedures, accounting for 34.8% of all administrative procedures across the city. All procedures are publicised on the National Public Service Portal and the National Administrative Procedure Database.

Currently, 100% of procedures are handled via the single-window and intersectoral single-window system.

The city is also integrating and standardising processing workflows using data from the National Residents Database, ensuring strict control and authentication throughout the procedure-handling process.

To prepare for the operation of the two-tier local government model, Hanoi accelerated the digitalisation of public services. From July 1, 2025, all eligible procedures are online. By November 30, 2025, all will be processed regardless of provincial-level administrative boundaries, with the aim that over 90% of applications will be submitted online.

The city has established 12 branches of the Public Administrative Service Centre, comprising 30 reception points that operate relatively independently to minimise direct contact and improve efficiency. These branches are empowered to coordinate and support citizens and businesses during the procedure-handling process.

Additionally, the city launched 476 digital public service agents citywide. In the first six months of 2025, its administrative service centre received and handled 6,384 citizen feedback cases via Zalo, email (kiemsoatthutuchanhchinh@hanoi.gov.vn), and the National Public Service Portal.

To ensure the successful rollout of the new governance model on July 1, the city conducted a series of training sessions throughout June. These sessions focused on various aspects of administrative procedure handling, including how to operate the information system for handling administrative procedures in wards and communes under the new structure; the management of feedback through the iHanoi app; and the delivery of public services under the new two-tier model.

Hoang Van Bang, Deputy Director of the city’s Public Administrative Service Centre, noted that these training sessions aim to ensure consistent workflows and technical processes and enhance users’ ability to operate the system, thus meeting reform requirements in the new period. Technical support and professional consulting will continue throughout the trial and full implementation phases.

Notably, on June 27, Hanoi began piloting the reception of administrative procedure applications regardless of administrative boundaries at selected locations in Tay Ho and Phu Thuong wards. Reception points include Branch No. 1 at 258 Vo Chi Cong street, the Tay Ho Administrative Service Point at 657 Lac Long Quan street, and the Phu Thuong Administrative Service Point at 58 Phu Gia street.

This pilot marks an important step toward the city’s goal of 100% administrative procedures processed regardless boundary, demonstrating the effectiveness of the new two-tier local government model./.
