HCM City, Da Nang given land-use authority to IFC

IFC members are required to submit land-related dossiers in accordance with land legislation to the Executive Agency of the IFC in HCM City or Da Nang, which will carry out the relevant procedures under land law on behalf of the members.

Hanoi (VNA) – The Chairpersons of the People’s Committees of Ho Chi Minh City and Da Nang are authorised to decide on land allocation, land leasing, approval of changes in land-use purposes, extensions of land-use terms and adjustments to land-use durations for members of the International Financial Centre (IFC) implementing investment projects under a new decree recently issued by the Government.

According to Decree No. 326/2025/ND-CP, which provides detailed regulations and guidance for the implementation of Articles 22 and 23 of National Assembly Resolution No. 222/2025/QH15 dated June 27, 2025, on the IFC in Vietnam, particularly with regard to land and environmental issues, the land administration authorities of HCM City and Da Nang are responsible for issuing first-time certificates of land-use rights and ownership of land-attached assets to IFC members.

IFC members are required to submit land-related dossiers in accordance with land legislation to the Executive Agency of the IFC in HCM City or Da Nang, which will carry out the relevant procedures under land law on behalf of the members.

The chairpersons of the People’s Committees, together with land administration, tax and financial authorities of HCM City and Da Nang, are responsible for implementing land-related procedures in line with land law. These include land allocation, land leasing, approval of changes in land-use purposes, extensions and adjustments of land-use terms, and the issuance of first-time land-use rights certificates and ownership certificates of land-attached assets. The land administration authorities shall also hand over land on site to IFC members.

Regarding environmental registration for investment projects, Article 4 of the decree requires IFC members to complete environmental registration for their projects before discharging waste into the environment, except for projects exempted under environmental protection legislation.

The authority receiving environmental registrations is the commune- or ward-level People’s Committee where the investment project is located. For projects spanning two or more communes or wards, the project owner may choose one commune- or ward-level People’s Committee for environmental registration.

Project owners may submit environmental registrations directly, by post, via the National Public Service Portal, or through the IFC Executive Agency in HCM City or Da Nang./.

Hanoi: 95% of administrative procedures to be handled from home

The plan targets that at least 80% of administrative procedures under the city’s authority will be provided as fully online public services, while more than 95% of applications will be received and processed entirely online. By June 30, 2026, about 80% of administrative procedures are expected to be restructured based on integrated data systems, with the figure rising to 95% by the end of the year.
