HCM City (VNA) – As the whole nation implemented the two-tier local government system on July 1, all 168 wards, communes, and special zones in Ho Chi Minh City swiftly came into full operation, with public servants beginning to process administrative procedures seamlessly from the very first day.
At the public service centre of Gia Dinh ward, numerous residents arrived early to submit land and business-related documents, which are now processed at the ward level under the new system.
Hoang Le Thao Loan, a 38-year-old local resident, said that she had planned to file this building notice for a while but decided to come today to mark the very first day of the new local government. The staff are friendly, and everything went smoothly and quickly, she stated.
Le Hoang Tan, a Gia Dinh ward official, expressed excitement at the palpable energy on the first day of the new local administrative model operations. The office was busier than usual, but all public servants were committed to ensuring fast and accurate service for residents.
According to the Deputy Director of the centre, Vo Van Si, success on day one was due to meticulous preparations, including infrastructure upgrades, training sessions, and trial runs conducted in the weeks prior.
In Vung Tau ward, a similar high turnout was met with efficient processing. Residents showed satisfaction with the working attitude of officials at the public service centre. Ta Quang Luyen, a local resident who came to apply a request related to land use, said that he was concerned there might be delays, but the service was fast and professional. “I hope this level of service continues in the long term,” he stated.
Meanwhile, in the Con Dao special zone, which already operated under a two-tier system before this nationwide rollout, public support remained high. According to Phan Trong Hien, Chairman of the Con Dao People's Committee, internet speeds were tripled and administrative technology was upgraded to ensure smooth operations from day one. Nguyen Hoang Phuong, a local resident, was impressed by the cheerful and helpful staff. Everything, including the new procedures, was explained clearly and processed efficiently, said Phuong.
At Linh Xuan ward, the first working day was marked by high morale as officials tackled a surge in applications with energy and professionalism.
Ho Dinh Chinh, Deputy Director of the Linh Xuan Public Service Centre, noted that minor technical issues have been resolved in advance, ensuring uninterrupted service. “We are confident that with our current staff and facilities, we can meet the public’s expectations,” said he.
Le Ngoc Hai, a local, expressed hope that this positive momentum will continue. “If administrative procedures remain this streamlined, people won’t need to travel between departments like before, he said, commenting that this is a big improvement.
Local authorities have ensured a smooth transition in Binh Hung commune, which now accommodates nearly 184,000 residents following a recent merger. To Thi Kim Anh, Vice Chairwoman of the communal People’s Committee, stated that while the workload has increased, the local authorities are prepared to meet the challenges. She emphasised that they will work diligently and lead by example to enhance the lives of citizens, particularly those in vulnerable groups.
In Di An ward, of former Binh Duong province, a sense of urgency and commitment was also evident. Tran Thi Thanh Thuy, Chairwoman of the ward People's Committee, confirmed that all personnel were in place, processes were reviewed, and no major delays occurred.
Tran Cong Hau, Vice Chairman of the People’s Committee of Sai Gon ward, explained that among the over 1,000 newly decentralised tasks, many were previously managed at the district level. Thanks to the reassignment of experienced staff, the ward was able to handle complex requests from day one, including those for business licences, construction permits, and land-use certificates./.
