At a reception in Hanoi on March 5 for Russian Minister of Civil Defence, Emergencies and Disaster Relief Aleksandr Kurenkov, the Vietnamese leader suggested that Russia step up technology transfer and production cooperation for specialised vehicles and technical equipment, organise joint exercises, and continue supporting Vietnam in personnel training in the field. - Prime Minister Pham Minh Chinh met with 20 Ambassadors and Chargé d'affaires of the European Union (EU) and EU member states in Hanoi on March 5, on the occasion of the Lunar New Year of the Horse.

PM Chinh emphasised that the meeting took place in the context that Vietnam has successfully held the 14th National Party Congress, and Vietnam and the EU officially upgraded its relationship to a Comprehensive Strategic Partnership, opening a new chapter in the bilateral relations. He affirmed that the EU and its member states are top priority partners in Vietnam's foreign policy, and the establishment of a new framework reflects the increasingly high level of political trust and creates momentum for expanding cooperation in all fields. - Vietnamese Deputy Minister of Foreign Affairs Nguyen Manh Cuong on March 5 held phone talks with Philippine Undersecretary of Foreign Affairs for Policy Leo Herrera-Lim.

In the talks, Cuong stressed that 2026 holds special significance as it marks the 50th founding anniversary of diplomatic ties between Vietnam and the Philippines (1976–2026), and also the year the Philippines assumes the role of ASEAN Chair. - The Ho Chi Minh City Union of Friendship Organisations (HUFO) on March 5 held the third “Czechoslovakia Day”, marking the 76th founding anniversary of diplomatic ties between Vietnam and Czechoslovakia (February 2, 1950 – 2026).

The event was attended by Vietnamese Ambassador to the Czech Republic Duong Hoai Nam, Honorary Consul of the Czech Republic in Ho Chi Minh City Ngo Hong Chuyen, HUFO Chairwoman Ha Thanh, Mayor of Sala town in Slovakia’s Nitra region Jozef Belicky, and members of the Czech and Slovak communities living and working in the city. - Fisheries Surveillance Vessel 260 has carried an election team and ballot boxes to organise early voting for voters who are on duty aboard vessels in waters bordering Vietnam–Indonesia and Vietnam–Malaysia, as well as in Con Dao special zone.

- Spokesperson of the Ministry of Foreign Affairs Pham Thu Hang highlighted measures taken by Vietnamese ministries and agencies to ensure trade, economic activities and energy security amid the escalating tensions in the Middle East, at the ministry's regular press briefing on March 5.

She said the Ministry of Industry and Trade has issued recommendations to minimise the impact of the conflict in the region. Export–import industry associations were requested to closely monitor developments and maintain regular exchanges with relevant authorities to provide updated information for their members, enabling them to proactively adjust production, import–export and transport plans, avoid congestion and reduce negative impacts arising from the current conflict. - The People’s Committee of Ho Chi Minh City has approved a plan to establish a 500 billion VND (about 19.7 million USD) venture capital fund to mobilise social resources for the city’s innovation startup ecosystem and technology enterprises.

Under the plan, the fund will begin operations in 2026 with an initial charter capital investment of 500 billion VND, including 200 billion VND (40%) from the State budget and 300 billion VND (60%) from private investors. The city aims to expand the fund’s capital to at least 5 trillion VND by 2035. Read full story

Early voting completed in Con Dao special zone

After more than a week carrying out its assignment, Fisheries Surveillance Vessel 260 successfully organised early voting for voters aboard 13 vessels operating offshore under the arrangement of the Ho Chi Minh City Election Committee.
