📝OP-ED: Resolution in action: Tangible results recorded

These recent practical outcomes, together with the Resolution of the 14th National Party Congress - the Party’s and the entire political system’s handbook for action, a “guiding torch” illuminating the new development path - combined with the highest level of political determination, the greatest efforts, and the most resolute actions of the entire Party, the armed forces, and the people, as emphasised by the Party chief, will certainly lead the Vietnamese nation to success.

Hanoi (VNA) - The 14th National Party Congress adopted strategic and forward-looking decisions marked by breakthrough thinking. To translate its Resolution into practical outcomes, it is necessary to redouble determination and step up action, as required by Party General Secretary To Lam in his article “Forward! Total victory will surely be ours!” released on January 25.

Notably, according to the General Secretary, among the 14 Party Congresses held to date, the 14th Congress marked the first time that an Action Programme was issued by the Party Central Committee alongside the Resolution, with the aim of rapidly and effectively materialising the adopted documents.

The programme sets out key tasks, schemes, works, and projects of strategic significance for the 2026–2030 period, clearly assigning responsibilities, identifying resources, timelines, and necessary conditions for implementation. It serves as an important basis for agencies and sectors at all levels to carry out their assigned functions, tasks, and mandates, thereby contributing to the successful fulfillment of the goals set by the 14th Congress.

It underscores the requirement of making the right choices, swift implementation, thorough execution, and results-based measurement for all tasks stipulated in the Resolution.

On the very day the Congress concluded, on behalf of the Politburo, General Secretary Lam signed a Directive on the study, learning, dissemination, and implementation of the Resolution (Directive No. 01-CT/TW dated January 23, 2026).

The directive requires that the implementation of the Resolution be carried out immediately, combining traditional methods with the application of science and technology, in order to create unity in awareness, thinking, and action, as well as consensus throughout the Party, the armed forces, and the entire people.

Thus, from every perspective, the 14th National Party Congress is identified as a “Congress of action,” with very high requirements set forth, not only Party members but all citizens must be able to see the results, thereby strengthening confidence in the Party.

Referring to the “14th National Party Congress – a Congress of action” is grounded particularly in the overarching spirit emanating from the Resolution: the requirement to make a strong shift from “talking” to “doing,” with “words matched by deeds” becoming a principle of action; profound awareness transformed into resolute action; and a firm stand against the habits of “much talk, little action,” “fine words, poor performance,” “words not matched with deeds,” as well as bureaucratism and formalism.

Realities show that whenever the sound policies of the Party and the State are implemented by the entire political system and society as a whole, they achieve outstanding success.

Most recently, on January 31, the Si Pa Phin Primary and Secondary Boarding School in Nam Chim 1 hamlet, Si Pa Phin commune, Dien Bien province was officially put into operation. This well-equipped facility is the first school to be built under the Politburo’s humane and forward-looking policy.

Looking back to July 18, 2025, upon reviewing the proposal of the Ministry of Education and Training on investment in building 248 inter-level boarding schools for primary and secondary education in 248 mainland border communes, the Politburo assigned the Government Party Committee to direct ministries, sectors, relevant agencies, and the People’s Committees of border provinces to implement this policy. The Party Committee of the Vietnam Fatherland Front and Central Mass Organisations were tasked with launching calls to mobilise all levels, sectors, localities, organisations, individuals, businesses, and society as a whole to join hands in supporting the construction and renovation of schools in border communes.

To date, the first 100 schools in border communes across 18 provinces and cities have been launched, with completion targeted before August 30, 2026.

At the inauguration ceremony of the Si Pa Phin school, General Secretary To Lam officially launched the simultaneous construction of the remaining 148 inter-level boarding schools, with the determination to complete them in a synchronised, effective manner and in line with the set objectives.|

In addition, the “Quang Trung Campaign” also demonstrates that “extraordinary achievements in everyday life” can be realised when people-centred policies are accompanied by strong direction and implementation by the Government, ministries, sectors, the armed forces, localities, and enterprises.

The campaign, carrying the spirit of “speed and decisiveness,” was launched on January 29, 2025 in Hoa Thinh commune, Dak Lak province, with the goal of repairing 34,759 damaged houses by December 31, 2025 and rebuilding 1,597 houses that had collapsed or been swept away during natural disasters by January 31, 2026, ensuring that all people have housing. After just 35 days of implementation, all damaged houses were repaired, and all 1,597 collapsed or destroyed houses were rebuilt and completed ahead of schedule.

Earlier, another remarkable achievement reflecting the relationship between “words” and “deeds” was recorded through the nationwide emulation movement to do away with makeshift and dilapidated houses. After one year and four months (from April 2024 to August 2025), more than 334,234 substandard houses nationwide were upgraded into solid houses capable of withstanding storms, floods, and whirlwinds, with a lifespan of 20 years or more. Total resources mobilised exceeded 24.7 trillion VND (950.1 million USD), along with more than 2.7 million workdays and the participation of over 454,000 people.

With regard to long-term goals, sustainable poverty reduction efforts during the 2021–2025 period, which achieved results at a pace faster than targets set by the National Assembly and the Government, also stand as undeniable evidence of Vietnam’s principle of “matching words with deeds.” The national multidimensional poverty rate fell from 4.4% in 2021 to 1.3% in 2025, while policies for people with meritorious service, social security, and poverty reduction were implemented comprehensively, embodying the spirit of leaving no one behind.
