Hai Phong (VNA) – Authorities of Hai Phong city on October 16 announced the establishment of a Free Trade Zone (FTZ), making it a new growth engine in line with the Politburo’s Resolution 45, which charts the city’s development through 2030, with a vision to 2045.

The FTZ aims to emerge as a globally and regionally competitive hub for manufacturing, logistics, trade, services, high technology, and finance. It’s all about innovation, digital transformation, and going green to keep things sustainable.

Its operations, mechanisms, and governance will adhere to the National Assembly’s Resolution 226 dated June 27, 2025, which greenlights special pilot policies for Hai Phong’s development, alongside other relevant legal documents.

The Hai Phong Economic Zone Authority, under the municipal People’s Committee, will directly oversee the FTZ and handle state management, administrative services, investment support, production, and other services for businesses operating within the zone.

Spanning roughly 6,292 ha across non-contiguous sites tied to the Dinh Vu - Cat Hai Economic Zone (EZ) and the Southern Hai Phong coastal economic zone, the FTZ will feature designated areas for production, port and logistics operations, logistics centres, trade, services, and others. They will comply with non-tariff zone regulations, with customs authorities ensuring inspection, supervision, and control. Relevant state agencies will exercise sectoral management in line with regulations.

The FTZ will be spread across three locations within local coastal economic zones: a 2,923-ha site in the southern coastal economic zone covering Chan Hung and Hung Thang communes, a 1,077ha site in the Dinh Vu - Cat Hai EZ in Dong Hai ward, and a 2,292ha plot in the Cat Hai special zone./.
