Hanoi (VNA) – The 11th National Patriotic Emulation Congress, themed “Emulation for innovation, creativity, acceleration, and breakthrough to lead the nation into an era of strong, civilised, and prosperous development”, is scheduled to take place at the National Convention Centre in Hanoi from December 26 to 27.

The congress underscores the Party and State’s strong political determination to further uphold the tradition of patriotic emulation, viewing it as an important instrument to mobilise the combined strength of the entire political system, the business community and all people for national construction and development.

Speaking at a press conference held in Hanoi on December 24 to provide details about the event, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy described the 11th congress as a political and social event of special significance, held periodically to review and assess patriotic emulation movements and commendation affairs during the 2021–2025 period, while setting orientations and tasks for 2026–2030.

This is also an occasion to honour and commend exemplary collectives and individuals, heroes, and emulation role models – those who embody the wisdom, mettle, dedication and creativity of the Vietnamese people in the new era, she stressed.

A total of 2,223 delegates are expected to attend, including 198 invited guests and 2,025 official delegates organised into 105 delegations. Among the official delegates are individuals and collectives holding the “Hero” and “National Soldier of Emulation” titles, and other exemplars honoured since the 10th National Patriotic Emulation Congress.

Vice Chaiorwoman of the Central Committee for Emulation and Commendation Do Thuy Phuong said the congress will review the achievements over the past five years, honour role models in patriotic emulation campaigns, and chart directions to further reform emulation and reward activities in the next period. The hope is to create momentum to fulfil socio-economic development targets and ensure national defence and security during 2026–2030, in line with the resolution of the upcoming 14th National Party Congress.

A range of activities will be held on the sidelines, including visits by Party and State leaders and delegates to the Ho Chi Minh Mausoleum and incense-offering ceremonies at the Monument to National Heroes and Martyrs. There will also be photo exhibitions on President Ho Chi Minh and patriotic emulation movements, along with an exhibition showcasing the country’s socio-economic achievements after nearly 40 years of Doi Moi (Renewal). Other plans include exchanges among exemplary role models, and ceremonies honouring Heroes of Labour, Heroes of the People’s Armed Forces and National Soldiers of Emulation.

The organising committee has ensured a balanced and representative delegate structure, with workers, farmers, frontline labourers and people with meritorious services prioritised. Delegates from the economic sector account for about 25% of the total. More than 100 delegates are from ethnic minority groups, representing 53 ethnicities nationwide.

The eldest delegate is Nguyen Thi Binh, 98, a Hero of Labour and former Vice President of Vietnam, while the youngest are five 11-year-old students from Can Tho, Ha Tinh, Dong Thap, Thai Nguyen, and Cao Bang.

Several outstanding economic role models are expected to be conferred the title of “Hero of Labour”.

Through honouring innovation, dedication and breakthrough achievements, the congress seeks to inspire renewed aspirations for development and reinforce patriotic emulation as a powerful driving force for Vietnam’s progress in the new era./.
