Hanoi (VNA) – The Government on February 24 issued Resolution No. 29/NQ-CP promulgating an action programme to implement the Politburo's Resolution No. 79-NQ/TW on developing the State economic sector.
The programme aims to institutionalise and comprehensively implement the viewpoints, objectives, tasks and solutions set out in Resolution No. 79-NQ/TW, while defining specific assignments for ministries, sectors and localities to build their own action plans and organise implementation, inspection and supervision. It seeks to enhance efficiency and reinforce the leading, pioneering and strategic role of the State economic sector.
Under the programme, ministries, agencies and localities are required to thoroughly grasp the Party’s guidelines on developing the State economic sector and strongly renewing leadership mindset, shifting from administrative management to development facilitation, modern governance and decisive action.
They are tasked with reviewing legal documents within their respective sectors to promptly remove institutional bottlenecks and clearly delineate ownership functions, State management responsibilities, performance of political and non-profit tasks, and business operations of State economic organisations.
Administrative procedures must be streamlined to reduce compliance costs and time, expand decentralisation and delegation of authority, enhance autonomy and accountability, and apply risk management principles with a shift from pre-inspection to post-inspection.
The programme also highlights improving the quality of human resources, particularly leaders, managers and experts in State economic agencies and organisations, alongside effective policies to attract and utilise talents based on competency, professional ethics and performance.
Action plans on State economic development must be integrated into annual and five-year socio-economic development programmes of ministries, agencies and localities, with adequate budget allocations ensured. The Government calls for the formulation and enforcement of fair, transparent, market-based policies in mobilising and using national resources.
Coordination between ministries/agencies and the Ministry of Public Security (MPS) will be strengthened to utilise national databases for monitoring and assessing the management and use of State capital and assets, serving policy-making and resource allocation. Overlapping inspections, audits and examinations will be avoided to prevent disruptions to operations.
The programme requires a robust mechanism to protect officials who dare to think, act and take responsibility for the common good in cases without corruption or self-interest, with transparent procedures to distinguish objective mistakes from legal violations.
It also highlights intensified regular communication activities on Resolution No. 79-NQ/TW and the role of the State economic sector.
The MPS is asked to continue to improve the national database, particularly data on state economic resources. It is required that law violations in the management of state finances, assets, land, minerals, and public investment are handled strictly to ensure deterrence and prevention; recover the maximum amount of assets and funds for the State.
The Ministry of Culture, Sports and Tourism is requested to direct media and press agencies to improve the quality and effectiveness of communication work; provide objective, truthful, and complete information on the state economic sector; and promote and disseminate good models, innovative and effective practices.
Strict and public actions will be taken against acts of harassment, corruption, and the dissemination of false or inaccurate information that negatively impacts state-owned economic organisations and units.
Specific tasks are set in areas including land and natural resources, infrastructure assets, the State budget, national reserves, extra-budgetary financial funds, State capital in enterprises, State-owned enterprises, State credit institutions and public non-business units./.
