PM urges stronger Vietnam–Belarus cooperation in forensic examination

Belarus was encouraged to send experts to Vietnam to provide training and practical guidance in the areas of its strength.

Hanoi (VNA) – Prime Minister Pham Minh Chinh hosted a reception in Hanoi on April 2 for Chairman of the Belarusian State Forensic Examination Committee Volkov Alexei Aleksandrovich, during which he called for stronger cooperation in forensic examination between the two countries.

The Prime Minister proposed stepping up delegation exchanges at all levels to enhance cooperation effectiveness, while continuing to share experience in criminal forensics. He also urged increased collaboration in training, including undergraduate and postgraduate education, as well as professional capacity building at Belarusian institutions. Belarus was encouraged to send experts to Vietnam to provide training and practical guidance in the areas of its strength.

Both sides were also urged to organise regular seminars and conferences in Vietnam and Belarus, creating opportunities for forensic experts to exchange new methods, techniques and scientific knowledge.

Speaking highly of the Belarusian delegation’s working session with Vietnam’s Ministry of Public Security, the Prime Minister affirmed that security and law enforcement cooperation is a traditional field and a key pillar of the bilateral Strategic Partnership, which has been strengthened with a high level of trust.

He reiterated that Vietnam consistently attaches importance to its traditional friendship with Belarus and appreciates the support provided by the former Soviet Union and Belarus to Vietnam, including during the COVID-19 pandemic. The leader expressed his wish to further develop the Vietnam–Belarus Strategic Partnership, contributing to peace, stability and sustainable development in the region and the world.

The Prime Minister noted that bilateral relations have seen positive developments in recent years, with regular exchanges of delegations and high-level contacts, and the intergovernmental committee mechanism maintained effectively. However, trade and investment cooperation has yet to match their political ties and potential.

Two-way trade reached 80 million USD in 2025. Belarus is running three investment projects in Vietnam with total registered capital of 32.25 million USD, while Vietnam has one project in Belarus valued at 0.8 billion USD.

The Prime Minister suggested both sides continue promoting high-level exchanges, increase contacts at international forums, and make full use of the intergovernmental committee mechanism. He also called for reviewing and addressing bottlenecks in economic ties, while encouraging businesses to expand investment, particularly in the areas of Belarus’s strength such as agriculture, fertilisers, machinery, equipment and chemicals.

He also expressed hope for stronger cooperation in defence and security, alongside expanded ties in science and technology, education and training, culture, sports, tourism, and people-to-people exchanges, including cooperation between localities.

For his part, Aleksandrovich said that during talks with Vietnam’s Minister of Public Security, the two sides agreed to deepen cooperation through increased delegation exchanges. Belarus will support Vietnam in training highly qualified personnel in forensic examination and criminalistics.

He thanked the Vietnamese Government and the Prime Minister for facilitating cooperation between the Belarusian committee and the Ministry of Public Security, and expressed his hope for continued support to further strengthen effective cooperation, particularly between localities and training institutions in forensic examination./.

Key Vietnamese Party official lays wreaths at monuments in Phnom Penh

This is the first official visit to Cambodia by Tu in his capacity as Politburo member and Permanent member of the CPV Central Committee's Secretariat. The visit takes place at a time of significant political and cultural importance, as Cambodia is preparing to celebrate its traditional New Year festival, Chol Chhnam Thmey.
