Can Tho (VNA) - National Assembly Chairman Tran Thanh Man has underlined the need for the administration to proactively approach the people, ensuring a two-tier local government system that is close to the people with smooth operations.

The top legislator, who is a Politburo member, made the statement while addressing the 1st Congress of the Party Organisation of Thanh Xuan commune of Can Tho city for the 2025-2030 tenure held on August 4.

Thanh Xuan commune, which includes former Rach Goi township, Thanh Xuan commune, and Tan Phu Thanh commune from former Hau Giang province, holds strategic potential with its access to key highways, inter-commune transport, and proximity to centre of Can Tho city. The commune is focused on investing in ecological farming, smart agriculture, and integrating agricultural production with tourism and services.

Over the past five years, the commune has made significant progress. The strengthening of the Party leadership and political system has been prioritised, resulting in solid governance and growing unity. The commune has seen notable economic improvements, with total revenue reaching 154.5 billion VND (5.89 million USD), surpassing targets, and a reduction in poverty to 0.8%. Over 98% of households are now recognised as cultural families, and 100% of schools meet national standards.

The commune plans to achieve the advanced new-style rural commune standard by 2030. Key goals include local revenue reaching 28 billion VND, production value of 29,775 billion VND, and annual poverty reduction of 1-1.5%. They also aim for 79% of the workforce to be trained, 80% of households to have clean water, and 95% of waste to be processed.

At the congress, 130 delegates representing 1,242 Party members of the commune elected a Party Committee of the commune, with Pham Thi Thuy Dung as the new Secretary.

NA Chairman Man commended the commune’s achievements during the 2020-2025 tenure. He emphasised the importance of Party unity, the development of a clean and strong political system, and the strengthening of political education.

He pointed out that personnel work is the key to success, stressing that officials with the right ethics, talent, and commitment must be chosen to address current challenges. He also called for enhanced supervision and timely resolution of any issues.

The NA Chairman underscored the need for efficient local governance that is close to the people, with strong efforts in administrative reform to offer best services for the people.

The commune should also accelerate digital transformation, applying science and technology to areas like ecological farming, smart agriculture, and rural development, he said. A shift in crop and livestock structures should be prioritised, he suggested.

In addition, he stressed the importance of balanced development in culture, education, health, and public awareness while maintaining political stability, social order, and peace for the people.

Following the congress, the NA leader urged the newly elected Party Committee to implement resolutions with clear responsibilities, tasks, and outcomes. Officials must be decisive and committed to achieving tangible results, he concluded.

On this occasion, he visited and inspected the Thanh Xuan Commune Public Service Centre./.
