Hanoi (VNA) – Prime Minister Pham Minh Chinh emphasised that no organisations or individuals would be allowed to exploit the Party and State's preferential social housing policies for personal gain, while chairing a teleconference on June 2 to review the progress of the National Assembly’s Resolution on piloting several special policies and mechanisms for social housing development.
The PM reafffirmed the Party and State’s commitment to ensuring affordable housing for all citizens, particularly the disadvantaged and vulnerable groups.
According to him, legal framework for social housing development has become increasingly complete, addressing bottlenecks and improving affordability. Turning these policies into real outcomes requires robust coordination among ministries, agencies, and especially local authorities.
He called for a focused approach to securing budget allocations, pooling resources, resolving land-related issues, and providing clear implementation guidance. This requires high determination, drastic action, and a clear delineation of responsibilities, timelines, outcomes, and authority in implementation.
The Government has submitted the Law on Housing, the Law on Real Estate Business, and the Land Law to the legislature for consideration, alongside issuing 25 decrees and 22 resolutions on social housing. The PM has issued 12 directives, decisions, and dispatches and chaired numerous meetings to drive social housing development forward.
A landmark achievement in this effort was the PM's 2023 approval of a scheme to build at least 1 million social housing units for low-income groups and industrial zone workers over the 2021–2030 period. This has already seen progress, with 1,309 locations nationwide earmarked for social housing, covering 9,737 ha of land. Many of these are strategically located near downtowns and industrial zones, ensuring access to essential infrastructure.
Under the 1-million-unit social housing project, 686 projects have been launched nationwide, totaling nearly 628,000 units. Of these, 117 projects, comprising around 81,000 units, are completed or partially completed, while 159 projects, with more than 135,000 units, are under construction. An additional 416 projects, representing more than 417,000 units, have secured investment approval. Overall, 51% of the 2025 target has been met./.
