Khanh Hoa (VNA) – The Vietnam People's Navy kicked off the 2026 International Naval Cadet Training Exchange Programme (INCATEP 2026) in the south central coastal province of Khanh Hoa on August 24.
Nearly 50 naval officers, instructors and cadets from 12 countries, including Australia, Cambodia, Canada, China, India, Indonesia, Laos, Malaysia, Myanmar, New Zealand, Singapore and Thailand, are joining the event. It is designed to foster solidarity, mutual respect and friendship among participating countries.
Representatives from Vietnamese military academies and schools include the Naval Academy, the Air Force Officer Training School and the Signal Officers’ School. A team of foreign-language-proficient liaison officers with extensive experience in bilateral and multilateral diplomatic activities across the Vietnam People’s Navy is also supporting the visiting teams.
According to organisers, this is the first multilateral diplomatic activity staged by the Vietnam People’s Navy. The activities are expected to build mutual understanding, trust and cooperation among military academies and schools, particularly among cadets who will become naval officers, contributing to an environment of peace, stability, cooperation and development.
Following the opening ceremony, foreign naval officer and cadet delegations observed training at the Combat Simulation Training Centre of the Naval Academy.
The same day, delegates attended the 2026 international naval cadet seminar, where they presented papers and shared innovative approaches to learning and training, including how to better apply advances in science and technology.
Military academies and schools are seeking to expand international cooperation in education, training, capacity building and professional practices in multilateral settings during the 2026-2027 academic year.
The August 23–28 event features seamanship and maritime experience aboard the sailing training ship 286 Le Quy Don; sports, cultural and culinary exchanges; hands-on preparation of traditional Vietnamese dishes; and visits to cultural and historical sites and scenic attractions in Khanh Hoa./.
