Public security official highlights benefits of cybersecurity compliance

The National Cybersecurity Association held a conference in Hanoi on August 21 to highlight key features of and guide public compliance with the Law on Cybersecurity and Law on Personal Data Protection.

Hanoi (VNA) - The National Cybersecurity Association held a conference in Hanoi on August 21 to highlight key features of and guide public compliance with the Law on Cybersecurity and Law on Personal Data Protection.

The conference was among a series of activities marking Vietnam's Cybersecurity Day on August 6, held under the theme 'For a humane cyberspace for everyone'.

Keynote speeches were delivered by officials from the Cybersecurity and High-Tech Crime Prevention Department (A05) under the Ministry of Public Security on the two laws and their guiding decrees.

Discussions were held among the officials and legal experts to address compliance challenges and possible solutions.

Nearly 800 participants were in attendance, including officials from Government ministries and representatives from 11 embassies and diplomatic missions in Vietnam, as well as lawyers and policy compliance officers from businesses, educational institutions and research institutes.

The Law on Cybersecurity was passed on December 10, 2025 and took effect on July 1, while the Law on Personal Data Protection was passed on June 26, 2025 and came into force on January 1. The former focuses on protecting national security and sovereignty in cyberspace, while the latter aims to ensure personal data privacy and security.

Speaking at the conference, A05 Director Lieutenant General Le Xuan Minh said that the enactment of the cybersecurity and personal data protection laws marks a pivotal strategic milestone in the country’s digital governance.

“They make up a unified legal framework for ensuring cybersecurity and protecting personal data, human rights and the legitimate rights and interests of organisations and individuals in cyberspace,” he said.

The two laws also serve State management purposes by placing security at the core of socio-economic and digital society development in the new era, he added.

“In doing so, they contribute to safeguarding national sovereignty in cyberspace, which is linked to data sovereignty, and foster the development of science, technology and technical infrastructure that are secure, safe, autonomous and imbued with Vietnamese identity."

Minh said that these laws are closely complementary and operate in tandem to ensure cybersecurity and compliance.

“The information system serves as the technical foundation for personal data protection, while protecting personal data safeguards the core component of that system,” he said.

Carrying out both laws at the same time is crucial for fostering an awareness and culture of cybersecurity and personal data protection, according to Minh.

He urged organisations, businesses and individuals to work to understand the regulations and make compliance a prerequisite for all activities in the digital environment.

“By doing so, organisations will proactively establish a strong digital shield and strengthen their reputation and credibility, which will help build trust in your operations within Vietnam and in your extended international partnerships,” Minh said.

He expressed his belief that once individual rights and interests are placed at the core of cyberspace, building a secure, safe, healthy and civilised digital environment will become a pivotal factor in fostering safety for all.

“Moving forward, the Ministry of Public Security and the National Cybersecurity Association will continue to raise awareness and provide legal guidance so that organisations and individuals understand and comply with the two aforementioned laws, which will lay the groundwork for future development,” he said.

A bilingual compliance handbook was distributed at the conference, highlighting the most critical cybersecurity-related issues ranging from legal regulations to practical implementation methods and addressing common public concerns./.
