Bangkok (VNA) – The Royal Thai Police has unveiled SHIELD, a platform described as the world's first system developed specifically to support efforts against transnational call-centre scam syndicates and human trafficking.
The system was launched on July 3 at the closing session of the Second International Operational Dialogue on Countering Cyber-Scam and Forced Criminality, jointly organised by Thailand's Ministry of Foreign Affairs and the Royal Thai Police. The event brought together law enforcement representatives from 11 countries and several international organisations.
According to the Royal Thai Police, SHIELD is designed to strengthen cross-border data sharing and investigation cooperation in tackling transnational crime. The platform can help identify scam operation hubs, trace illicit financial flows, build databases of criminal networks and verify identities to accelerate the rescue and assistance of trafficking victims.
The system currently includes 10 participating countries: Thailand, China, Japan, Malaysia, the Philippines, Vietnam, the United States, India, Australia, the Republic of Korea and Nepal. International partners, including the United Nations Office on Drugs and Crime (UNODC), the International Organisation for Migration (IOM) and the US Federal Bureau of Investigation (FBI), have also joined the cooperation network.
Thailand said SHIELD builds on the International Conference on Global Partnerships Against Online Scam Crimes, hosted by its Ministry of Foreign Affairs in December 2025, which drew representatives from 67 countries, international organisations and the private sector.
The Thai government has made combating call-centre scam syndicates and human trafficking a top priority. Police General Thatchai Pitaneelaboot, Deputy Commissioner-General of the Royal Thai Police and Director of the Anti-Human Trafficking Centre, said SHIELD would enhance international cooperation and enable law enforcement agencies to respond more swiftly to transnational criminal activities.
The Royal Thai Police said it will continue working with the Ministry of Foreign Affairs and international partners to expand SHIELD's application, strengthen information sharing and deepen law enforcement cooperation against cross-border scam operations, human trafficking and money laundering./.
