Quang Ninh (VNA) – The northern province of Quang Ninh on June 30 announced a series of strategic plans, notably its master urban planning to 2050 with a vision to 2075, while officially receiving recognition as a tier-1 urban area, marking a significant step toward becoming a national urban centre.
The event followed a series of key milestones in June. On June 16, the provincial People's Council approved adjustments to the province's 2021–2030 master plan with a vision to 2050. On June 23, the Prime Minister approved the master urban plan to 2050 with a vision to 2075, and on June 26, the Ministry of Construction recognised Quang Ninh as meeting criteria for a tier-1 urban area. Together, these form the province's first comprehensive strategic planning framework aimed at elevating it into a national urban hub.
Addressing the event, Minister of Construction Tran Hong Minh said the new master plan would expand development space, strengthen regional connectivity and enhance Quang Ninh's international profile, while laying the foundation for a peaceful, green, smart and sustainable urban area.
He said the plan reflects a shift from administrative boundary-based development to integrated spatial planning, from extensive growth to green and smart development, and from relying on single-sector advantages to harnessing the combined strengths of its maritime economy, border location, heritage assets and innovation.
Under the plan, Quang Ninh's urban development will be organised around three corridors, four socio-economic zones and five growth centres, including Ha Long, Van Don, Mong Cai, Quang Yen, and the Yen Tu–Ha Long Bay heritage complex. The province will adopt a multi-centre urban model placing people and heritage, including Ha Long Bay and the Yen Tu scenic complex, at its core.
The minister called on the province to focus on effective implementation of the master plan, efficient urban land use, green infrastructure, smart city development, climate resilience, architectural management and strict environmental protection, particularly for projects along the coast and near Ha Long Bay, while avoiding growth at the expense of the environment.
Chairman of the provincial People's Committee Bui Van Khang affirmed Quang Ninh's commitment to creating new development space and strengthening investor confidence through digitalised planning, a 4D planning model for public access, continued administrative reform and an improved investment climate.
Demonstrating the province's growing appeal, Quang Ninh awarded in-principle approvals and investment licences to 18 projects worth a combined 45 trillion VND (nearly 2 billion USD) at the conference.
Major projects include an additional 9.3 trillion VND investment in EV Foxconn Vietnam's Smart Entertainment Products project, the 5.8 trillion VND (220 million USD) VSIP Quang Ninh, the 5.7 trillion VND (216 million USD) Green Biotech Industrial Park, the 4.8 trillion VND Bach Dang 2 Industrial Park, and the 3.7 trillion VND Quang Yen Coastal Industrial Park.
Provincial leaders said the newly approved planning framework and strong investment commitments provide a solid foundation for Quang Ninh to enter a new phase of development as a modern, sustainable national coastal urban centre./.
