Social housing must be prioritised over commercial accommodation and be developed with complete accompanied infrastructure, according to the PM.

Hanoi (VNA) – Prime Minister Pham Minh Chinh urged the prompt settlement of difficulties and obstacles to speed up the development of social housing while chairing a national teleconference on March 6.

Pointing out the stagnation or slow pace in social housing construction, PM Chinh emphasised that demand for this type of housing remains very high.

Therefore, he requested authorities to put themselves in the position of those in need to address the issue and carry out their tasks in line with their functions, duties, and authority.

The localities that have been assigned specific targets must consider this a political task and adhere to the principle that people are at the centre, the key player and also the decisive factor of development, and that all policies must be people-oriented, he noted.

Social housing must be prioritised over commercial housing and be developed with complete accompanied infrastructure, the PM went on, adding the only difference is that social housing benefits from the State's support policies. In particular, social housing must include options for both purchase and lease-purchase.

He emphasised that architectural models of social housing should suit the conditions, landscapes, culture, and climate of each region. The designs should meet users' needs with flexible materials and structures.

The Government leader also highlighted several resource mobilisation solutions that have been implemented, such as establishing a national housing fund and disbursing a 140-trillion-VND (5.48 billion USD) credit package for social housing without counting it toward banks' credit limits.

From 2025 to 2030, Vietnam is striving to complete 995,445 apartments to achieve the goal of building at least 1 million social housing units for low-income earners and workers at industrial parks during the 2021–2030 period.

To that end, the Government and the PM have issued nearly 20 documents, including resolutions, directives, decisions, and dispatches, outlining specific and decisive solutions and tasks to address challenges and obstacles to facilitate the construction.

To date, 10 localities nationwide have included social housing development targets in their annual and five-year socio-economic development plans; 30 localities have issued plans to implement the project.

Since 2021, Vietnam has seen 655 social housing projects with more than 593,000 apartments implemented. In 2024, 28 projects with 20,000 units were completed across the country, statistics show./.
