- Party General Secretary and State President To Lam on July 1 stressed the need for shifting the focus of Vietnam's ongoing institutional reform towards improving the performance, public service capacity and development-oriented governance of the newly restructured apparatus.

Speaking at a national conference, which was held in person at the National Assembly's headquarters in Hanoi and connected online to 3,651 locations nationwide and brought together more than 557,000 delegates to review one year of the operation of the political system's overall organisational model and the three-tier government model, the top leader stressed that streamlining the political system to make it more efficient and effective was a strategic reform essential to the country's long-term development. - While participating in earthquake relief operations in Playa Grande, La Guaira state of Venezuela, the Vietnamese rescue team on June 30 (local time) identified 11 locations suspected of containing victims and launched search-and-rescue efforts.

After hours of intensive work, they successfully recovered the bodies of 11 victims from the rubble and handed them over to Venezuelan authorities. The team also established an additional emergency medical station, providing treatment for 26 residents in the affected area. Read full story

- A Vietnamese delegation on June 30 handed over humanitarian aid to support Venezuela's recovery efforts following two powerful earthquakes that struck the South American country on the evening of June 24.

The total volume of relief supplies amounted to 45.6 tonnes, including 35 tonnes of emergency rations, 4 tonnes of medicines, 2 tonnes of canned meat, four generators, 500 tents, 10 large relief shelters, and 50,000 rolls of medical bandages. Read full story

- Hanoi began implementing a traffic management plan from July 1 to support the first-phase pilot of a low-emission zone (LEZ) within Ring Road 1, aiming to reduce vehicle emissions while promoting public transport and green mobility.

The municipal Department of Construction said the plan includes traffic restrictions, designated parking areas, public bus services and public bicycle stations to help residents adjust their travel routes and access alternative transport options. Read full story

- The Law on E-commerce, which takes effect on July 1, marks a major milestone in strengthening the legal framework for the digital economy. After more than a decade of rapid growth, the sector is entering a new phase shaped by greater transparency, safety and accountability, with the new law expected to bring greater order to the digital marketplace.

Hoang Ninh, Deputy Director of the Vietnam E-commerce and Digital Economy Agency under the Ministry of Industry and Trade, said the rapid growth of e-commerce and the emergence of new business models have exposed gaps in the existing legal framework. Read full story

- Three international industrial exhibitions opened simultaneously at the Vietnam Exposition Centre (VEC) in Hanoi on July 1, bringing together more than 400 companies and brands from 11 countries and territories across 15,000 sq.m of exhibition space.

The events – HanoiPlas 2026, HanoiPrintPack 2026 and Intelligent Asia Hanoi 2026, are being held concurrently for the first time, creating an integrated industrial ecosystem spanning plastics and rubber, printing and packaging, automation, electronics, precision engineering and smart manufacturing. - Ho Chi Minh City on July 1 simultaneously broke ground on eight major infrastructure projects worth more than 253 trillion VND (9.6 billion USD) to mark the 50th anniversary of Saigon-Gia Dinh officially being named after President Ho Chi Minh (July 2, 1976–2026).

The projects are the Nha Rong Wharf–Khanh Hoi Cultural Park and Bach Dang Riverside Green Space; the Ho Tram–Long Thanh International Airport Urban Expressway; the Can Gio–Vung Tau Sea-Crossing Route; the Cai Mep Ha General and Container Port (Phase 1); the Binh Tien Bridge and Road project, the Ho Chi Minh City–Moc Bai Expressway (Phase 1), the interchange of the Ben Luc–Long Thanh Expressway and Rung Sac Road; and the interchange of the Ben Luc–Long Thanh Expressway and National Highway 50. - Authorities in Lam Dong province have launched a comprehensive assessment of the UNESCO Dak Nong Global Geopark as part of efforts to strengthen heritage conservation ahead of the site's next UNESCO revalidation in 2027.

Top legislator calls for building regular, elite, modern external security force

The law also introduces more comprehensive provisions on data security, information system protection and measures to prevent, detect and address cybersecurity violations. It prioritises prevention, enhances early warning and incident response capabilities, and links cybersecurity with maintaining social order and security amid rapid digital transformation.

A Hanoi official called for further decentralisation to commune-level authorities in line with resource allocation, continued streamlining of organisational structures to eliminate unnecessary intermediary layers, further refining the Party organisations’ model to align with the state administrative system, greater autonomy for non-business public service units, and wider participation of businesses and social organisations in delivering suitable public services.

The Party and State leader described the restructuring as a broad, complex and far-reaching reform affecting almost every agency and public servant from the central to grassroots levels. While praising the significant initial achievements, he stressed that the results marked only the beginning and warned against complacency.

ASEAN Committee in Canberra seeks closer cooperation with Australia's Home Affairs Department

Vietnamese Ambassador to Australia Pham Hung Tam proposed that Australia extend the visa validity period for ASEAN graduates of master's degree programmes from two years to three years in the country from two years to three years. He also urged Australia to soon grant transit visa exemptions for Vietnamese citizens, similar to those already available to nationals of several other ASEAN countries.

Under a master plan, Quang Ninh's urban development will be organised around three corridors, four socio-economic zones and five growth centres, including Ha Long, Van Don, Mong Cai, Quang Yen, and the Yen Tu–Ha Long Bay heritage complex. The province will adopt a multi-centre urban model placing people and heritage, including Ha Long Bay and the Yen Tu scenic complex, at its core.

The event was held in a hybrid format, with the main venue at the Dien Hong Hall of the National Assembly building and online connection to 3,651 venues across ministries, central agencies, socio-political organisations, and headquarters of provincial, municipal, commune, ward and special-zone administrations nationwide.

In the message, the CPV Central Committee congratulated the CPC on its achievements over the past 105 years in uniting and leading the Chinese people to overcome numerous difficulties and challenges and secure remarkable accomplishments.
