Hanoi (VNA) – Minister of Finance Ngo Van Tuan held talks with Yasushi Masaki, visiting Deputy Secretary-General of the Organisation for Economic Co-operation and Development (OECD), and his delegation.
At the meeting, Tuan praised the OECD’s cooperation with Vietnam in recent years. In particular, he highlighted the organisation’s technical support for the ministry in improving the tax system to enhance transparency in line with international standards, supporting capital market development, and strengthening corporate governance capacity across both private enterprises and state-owned enterprises.
Regarding Vietnam’s commitments and implementation outcomes on tax-related matters with the organisation, Tuan said the Vietnamese Government considers this a priority task, reflecting political commitment at the highest level to fully implement recommendations made under the Global Forum.
To date, Vietnam has introduced a range of coordinated measures, including the establishment of a Prime Minister-led task force to direct and coordinate implementation of the Global Forum’s recommendations, as well as the issuance of a national action plan setting out specific tasks, timelines and responsibilities for ministries and agencies.
In 2021, Vietnam and the OECD signed a memorandum of understanding (MoU) on strengthening cooperation for the 2022–2026 period. The agreement established a comprehensive cooperation framework and opened a new phase in Vietnam–OECD relations, focusing on areas of shared interest including digital transformation, green growth, institutional reform and human resources development.
Tuan noted that the Secretariat of the Global Forum had provided close and practical support to the Ministry of Finance in developing work programmes, identifying priorities and establishing implementation roadmaps to fulfil the forum’s recommendations.
On that basis, the Vietnamese Government is determined to complete the review, amendment and supplementation of legal regulations relating to tax administration, business registration, beneficial ownership and anti-money laundering, with the aim of creating a more transparent business environment aligned with international standards.
The minister said the OECD’s recommendations are consistent with Vietnam’s own reform objectives and expressed hope for continued dialogue and cooperation to elevate bilateral relations to a new level.
For his part, Masaki commended Vietnam’s strong commitment and substantive efforts to improve institutions, strengthen competitiveness and implement policy recommendations. He noted that Vietnam is recognised as an important partner and an active contributor to regional programmes, and affirmed the OECD’s readiness to continue supporting the country in the coming period./.
