Hanoi (VNA) - Prime Minister Pham Minh Chinh has underscored the need to concretise and institutionalise the Party’s guidelines, accelerate decentralisation and delegation of power in law-making, supported by robust oversight mechanisms and adequate resource allocation.
Closing the second Government meeting on law-making in Hanoi on April 18, PM Chinh lauded the construction feedback by Cabinet members and asked ministers and heads of sectors to finalise draft laws, in preparation for submission to the 15th National Assembly’s 9th session in May.
He assigned Deputy PMs to directly oversee the revision and finalisation of draft laws, ensuring focused leadership and accountability throughout the lawmaking process. The resolution of the meeting will serve as a roadmap for ministries and agencies to refine and complete their legal proposals and resolutions for submission.
The PM outlined specific principles to be followed. All legislative changes must clearly identify what content is being removed, revised, added, or simplified. This includes cutting red tape, decentralising power, and addressing contentious issues requiring higher-level guidance. In law enforcement, he ordered the clear definition of responsible personnel, tasks, timelines, responsibilities, deliverables, and authority.
Ministers and heads of ministry-level agencies spearheading the drafting of laws, ordinances, and resolutions must oversee every stage of the process, from formulation to submission. They were also required to proactively coordinate with NA bodies to present, revise, and finalise legislative proposals, while promptly reporting any emerging issues to relevant authorities for timely guidance.
The Ministry of Justice was asked to work closely with other ministries and agencies to actively review and prepare proposals for laws, ordinances, and resolutions for inclusion in the 2026 legislation programme. Additionally, it must conduct a comprehensive review of the implementation of the Politburo’s conclusion, which outlines law-building orientations for the 15th NA tenure. Based on this review, it is expected to propose legislative orientations for the 16th NA tenure.
The bills under discussion at the meeting include the draft Law amending and supplementing several articles of the Law on Planning, the revised draft Law on the State Budget, the draft Laws amending and supplementing articles of several laws, including the Law on Bidding, the Law on Public-Private Partnership Investment, the Law on Customs, the Law on Export and Import Taxes, the Law on Investment, the Law on Public Investment, the Law on Management and Use of Public Property; the draft Law amending and supplementing several articles of the Law on Enterprises, and the draft Law amending and supplementing the Law on Credit Institutions./.
