Top legislator stresses need to clarify jurisdiction of regional People's Courts

NA Chairman Tran Thanh Man highlighted the importance of provisions aimed at ensuring a smooth transfer of responsibilities and case files, without affecting the rights and interests of organisations and individuals, when the NA Standing Committee discussed a draft Law on the amendment and supplementation to several articles of the Law on the Organisation of People’s Courts, as part of its ongoing 46th session.

Hanoi (VNA) - National Assembly Chairman Tran Thanh Man on June 3 stressed the need to clarify the regulations on the jurisdiction of regional People's Courts, emphasising that the amendment and supplementation to certain articles of the Law on the Organisation of People’s Courts this time aims to serve the streamlining of the organisational apparatus.

Man highlighted the importance of provisions aimed at ensuring a smooth transfer of responsibilities and case files, without affecting the rights and interests of organisations and individuals, when the NA Standing Committee discussed a draft Law on the amendment and supplementation to several articles of the Law on the Organisation of People’s Courts, as part of its ongoing 46th session.

He also noted the attention paid to managing existing assets and infrastructure, as well as investing in modern equipment and enhancing the quality of the local judge workforce during the restructuring phase.

If the contingent of judges and court staff possess dedication, vision, competence, and integrity, they will meet the demands of adjudication in the current context and build public and business confidence, the top legislator emphasised.

Presenting a report on acquisition, explanation, and revision of the draft law, Hoang Thanh Tung, Chairman of the NA Committee on Legal and Judicial Affairs, stated that the NA Standing Committee basically agreed with the contents that the Supreme People’s Court had acquired and amended in the bill.

Specifically, it stipulates the organisation of the People’s Courts according to a three-tier model, including the Supreme People’s Court, provincial People’s Courts, and regional People’s Courts. It redefines the duties and powers of the courts at each level; and adds the duties and powers of the chief judges of the provincial People’s Courts to respond to inquiries and recommendations from the provincial People’s Councils, thereby concretising the 2013 Constitution and aligning with the anticipated revisions in a draft Law amending and supplementing certain articles of the Law on the Organisation of People’s Procuracies, and the amended Law on the Organisation of Local Government.

Also on the day, the NA Standing Committee gave opinions on a draft Law amending and supplementing several articles of the Civil Procedure Code, the Administrative Procedure Law, the Law on Justice for Minors, the Bankruptcy Law, and the Law on Mediation and Dialogue at Court./.

NA Standing Committee's key work agenda for 2026 approved

A major focus will be preparations for the election of deputies to the 16th NA and to People’s Councils at all levels for the 2026–2031 term. The NASC will coordinate with the National Election Council, the Government, the Vietnam Fatherland Front Central Committee, and relevant agencies and organisations to continue implementing the election plan, organise oversight of the electoral process, and carry out its duties and powers as prescribed.
