Hanoi (VNA) – The following is a brief review of the day’s events as reported by the Vietnam News Agency.

- Prime Minister Pham Minh Chinh on December 9 hosted a reception for Secretary of the Security Council of the Russian Federation Sergey Shoigu, who is leading a high-ranking delegation on a working visit to Vietnam from December 8 to 10.

Welcoming Shoigu and the delegation to Vietnam, PM Chinh noted that bilateral relations have been flourishing, believing the visit will help further consolidate the traditional friendship and Comprehensive Strategic Partnership between Vietnam and Russia. Read full story

- Vietnam maintains favourable conditions for foreign press agencies, including Bloomberg, to operate effectively and in line with Vietnamese law, Deputy Foreign Minister Le Thi Thu Hang affirmed, expressing her hope that the outlet will continue offering vivid and objective coverage of Vietnam’s dynamic development and its regional contributions.

At her meeting on December 9 with John Fraher, Senior Executive Editor for Bloomberg News overseeing the Asia–Pacific region, Deputy Minister Hang acknowledged Bloomberg’s contributions to Vietnam–US relations since establishing its Hanoi Bureau in 2001. She noted that the outlet has actively disseminated information on Vietnam’s socio-economic progress, particularly political, diplomatic and international events hosted by Vietnam, including APEC 2006 and 2017. - Ambassador Do Hung Viet, Permanent Representative of Vietnam to the UN, has highlighted Vietnam’s substantive contributions to the global ocean agenda and its efforts to advance the implementation of the UN Convention on the Law of the Sea (UNCLOS) worldwide.

Addressing an annual plenary debate on oceans and the law of the sea held by the 80th session of the UN General Assembly (UNGA 80) on December 8 – 9 in New York, Viet stated that Vietnam made substantive contributions at the 3rd UN Ocean Conference (UNOC3) by registering a series of voluntary commitments on sea management, fisheries governance, and marine pollution reduction. - Ho Chi Minh City has readied necessary infrastructure, personnel, and investors for the operation of its International Financial Centre (IFC), slated to be inaugurated on December 19, Dr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies (HIDS), has said.

Vu revealed this at a working session with Deputy Prime Minister Nguyen Hoa Binh in the city on December 9. Read full story

- Vietnam will send a 185-member contingent to the 13th ASEAN Para Games, scheduled to take place in Korat, Nakhon Ratchasima province of Thailand, from January 15 to 27, 2026.

Bringing together athletes with disabilities from 11 Southeast Asian countries, the Games will feature 19 sports with 536 events, including archery, athletics, badminton, blind football (5-a-side), boccia, bowling, chess, cycling, cerebral palsy football (7-a-side), goalball, blind judo, powerlifting, shooting, sitting volleyball, swimming, table tennis, wheelchair basketball, wheelchair fencing, and wheelchair tennis./.Read full story

National Assembly approves amendments to anti-corruption law

Where an undeclared change in assets or income of 1 billion VND (37,940 USD) or more is detected within a year, the control agency shall request the individual concerned to provide or supplement relevant information. Where assets or income have increased, the individual must provide an explanation of the origin of the additional assets or income.

NA passes two tax laws, Law on Thrift and Anti-Wastefulness

The Law on Thrift and Anti-Wastefulness clearly distinguishes its scope of application between the public and private sectors: provisions for the public sector are mandatory while for private business and consumer activities, they are encouraged, without undue intervention in the management and use of private resources.
