- State President Luong Cuong delivered a keynote speech at the High-Level General Debate of the 80th Session of the United Nations General Assembly (UNGA 80) in New York on September 23 (US time), highlighting a message of honouring the value of peace, driving bold transformation to shape a sustainable future.

The Vietnamese leader affirmed that over the past 80 years, the UN has embodied mankind’s shared aspiration for peace, cooperation, and development, based on universal values of human rights, national independence, equality, democracy, and social progress. Read full story

- State President Luong Cuong attended the opening of the High-Level General Debate of the 80th Session of the United Nations General Assembly (UNGA 80) in New York on September 23 (local time).

Themed “Better Together: 80 Years and Beyond for Peace, Development and Human Rights,” the session drew nearly 150 heads of state, government leaders and senior representatives of UN member states, as well as leaders of international and regional organisations. Read full story

- The two-tier local administration model continues to achieve significant results, clearly reflecting the sound policy of the Party and State, along with the strong political will, close guidance from both central and local authorities, and public consensus. Many obstacles that arose during its operation have been solved, but for greater efficiency, bottlenecks still need to be addressed.

- The first congress of the Party Organisation of Central Party Agencies for the 2025-2030 term opened in Hanoi on September 24 with the participation of 293 official delegates representing more than 8,700 Party members from 14 subordinate Party organisations.

- The APEC 2027 Economic Leaders’ Week is a major national political event, offering Vietnam an opportunity to affirm its role as an active and responsible member of the Asia-Pacific Economic Cooperation (APEC) Forum and to elevate bilateral and multilateral ties with member economies, Deputy Prime Minister Nguyen Chi Dung emphasised.

Speaking at the groundbreaking ceremony for 10 projects serving APEC 2027 held in Phu Quoc special zone, An Giang province, on September 24, the Deputy PM urged ministries, sectors, An Giang province, and investors to make concerted efforts to complete the projects 3–6 months ahead of schedule. He stressed that implementation must be transparent, free from corruption, wastefulness, or vested interests, with ministries and sectors strengthening inspection and oversight, and supporting An Giang in addressing emerging difficulties. - Deputy Prime Minister Nguyen Hoa Binh have met with top UAE officials, including ADGM Chairman Ahmed Jasim Al Zaabi, to discuss strengthening bilateral investment ties and developing Vietnam’s international financial centre (IFC).

During his ongoing official visit to the United Arab Emirates (UAE), Binh had a meeting with UAE Minister of Investment and Managing Director & Group CEO of ADQ Mohamed Hassan Al Suwaidi in Abu Dhabi on September 23. Read full story

- As Vietnam strives to climb higher in global university rankings under the Politburo’s Resolution No.71-NQ/TW on breakthroughs in education and training, the country’s higher education institutions need to develop a pook of excellent lecturers with strong scientific research capacity while linking training, innovation, businesses and market.

According to the Ministry of Education and Training, Vietnam had around 91,300 university lecturers as of 2024. Among them, roughly 30,000 hold doctorates, representing 33% of the total faculty, while nearly 58% possess master's degrees. Every year, the country appoints some 600 professors and associate professors, with the majority at major universities offering postgraduate programmes. Read full story

- Typhoon Bualoi is forecast to enter the East Sea on September 26 night, becoming the 10th storm to hit the East Sea this year, according to Dr. Hoang Phuc Lam, Deputy Director of the National Centre for Hydro – Meteorological Forecasting (NCHMF).

On September 23, the centre said that a tropical depression formed in the east of the Philippines and was likely to strengthen into a typhoon by September 24./. Read full story

Draft law proposes flexible tax thresholds, extended incentives for EVs

Presenting the Government’s proposal, Minister of Finance Ngo Van Tuan said the draft law proposes not to stipulate specific revenue thresholds for exemption from personal income tax or value-added tax for household and individual businesses in the law, instead assigning the Government to set these thresholds.

Lawmakers suggest groundbreaking mechanisms to revive Vietnamese culture

The draft resolution seeks to lure more investment into cultural industries, aiming for the sector to contribute 7% to GDP by 2030 and 9% by 2045. It also sets ambitious goals of ranking Vietnam among the top three countries in Southeast Asia and the global top 30 for national soft power.

Pathways to double-digit growth to be tabled at 16th NA’s first session

In the morning sitting on April 20, deputies are expected to hear proposals and verification reports on a range of draft resolutions. The documents cover breakthrough mechanisms and policies for the development of Vietnamese culture; the establishment of Dong Nai as a centrally run city; a pilot framework for public lawyer institution; and special mechanisms to address land law violations committed prior to the 2024 Land Law taking effect, alongside measures to resolve long-delayed and stalled projects.
