- Prime Minister Pham Minh Chinh reaffirmed the Vietnamese Government's commitment to rapidly resolving obstacles for foreign investors and welcomed European firms to join the country’s high-growth, green transition agenda during a working session with the EU-ASEAN Business Council (EU-ABC) and the European Chamber of Commerce in Vietnam (EuroCham) on November 27.
Hosting the delegation led by EU-ABC Chairman Jens Rübbert and EuroCham Chairman Bruno Jaspaert, PM Chinh congratulated EuroCham on the successful organisation of the Green Economy Forum 2025 (GEF 2025) in Hanoi on the occasion of Vietnam and the European Union (EU) celebrating the 35th anniversary of diplomatic relations. - Vietnam always considers oil and gas cooperation with Russia a cornerstone of their Comprehensive Strategic Partnership, with the decades-long tie-up between Petrovietnam and Zarubezhneft serving as its flagship, said Prime Minister Pham Minh Chinh.
During a reception in Hanoi on November 27 for Zarubezhneft’s General Director Sergei Kudryashov, PM Chinh thanked Russia for its consistent backing of Vietnam’s struggle for national independence and ongoing development process, saying that joint projects between Petrovietnam and Zarubezhneft not only deliver economic benefits but also foster strategic trust, reinforce energy security, support workforce training, and enhance Vietnam’s technological capacity. - Prime Minister Pham Minh Chinh chaired the 15th meeting of the Central Council for Emulation and Commendation for the 2021-2026 term in Hanoi on November 27 to approve a list of collectives and individuals set to be honoured at the 11th National Patriotic Emulation Congress scheduled for December.
The meeting agreed on organisational plans for the congress, which will evaluate results of the nationwide patriotic emulation and commendation drive over the 2021-2025 period and map out tasks and targets for 2026-2030. The event will honour national heroes, emulation fighters, exemplary individuals and collectives, and leading examples from patriotic emulation movements across all levels and sectors, particularly those contributing to key priority areas. - The Government has issued a decree on Vietnam’s grant aid to foreign recipients, detailing the provision and management of non-refundable assistance funded by both the central and local budgets.
Comprising seven chapters with 82 articles, Decree No. 305/2025/ND-CP sets out regulations governing the implementation of Vietnam’s overseas aid in line with current laws, including the Law on State Budget 83/2015/QH13. - The Vietnamese Consulate General in Hong Kong (China) remains on high alert to assist any Vietnamese nationals impacted by the recent deadly fire in Tai Po district, as Hong Kong authorities continue urgent rescue operations, said its Consul General Le Duc Hanh.
As of November 27 afternoon, the residential fire in Tai Po left at least 55 people dead, including two Indonesian nationals, and 76 injured, 12 of whom were in critical condition. - Vietnam has called on the World Bank (WB) to provide preferential “green credit” to support mechanisation in agriculture and help cooperatives access funding to produce organic fertiliser from rice straw, thereby advancing the cultivation of high-quality, low-emission rice.
