Hanoi (VNA) - Prime Minister Pham Minh Chinh has issued a dispatch on the inauguration and launch of major projects marking the 80th anniversary of National Day (September 2, 1945 – 2025).
Dispatch No. 136/CD-TTg was sent to ministers; heads of ministerial-level agencies and Government bodies; leaders of the Party Committees and People’s Committees of provinces and cities, media heads; and leaders of Viettel, VNPT, and enterprises under the Ministry of Finance.
To commemorate this milestone, the Government plans to inaugurate and break ground on 250 projects with a total investment of 1.28 quadrillion VND (about 48.72 billion USD) on August 19.
Underlining that the deadline is close, the PM asked ministries, agencies, localities, and State-owned firms to strictly implement his directions at Dispatch No. 129/CD/TTg issued earlier, ensuring the organisation of dignified, safe, and effective ceremonies that engage the public and showcase national infrastructure breakthroughs.
All relevant bodies must ensure thorough technical and logistical preparations under a national framework developed by Vietnam Television (VTV).
Relevant agencies should closely coordinate with VTV, VNPT, Viettel, and the Ministry of Construction. Organisers are accountable for venue setup, AV systems, power supply, and connectivity. High-resolution visuals for each project must be submitted to congtrinh80nam@gmail.com by August 15.
VNPT and Viettel must support stable broadcasting links and coordinate with local and national broadcasters for high-quality live coverage. Organisers are encouraged to hire experienced event management firms and extend invitations to agencies, units, and the public.
Provincial-level People’s Committees must ensure seamless signal transmission from provincial sites to the National Exposition Centre in Hanoi. They must also implement safety, security, traffic, healthcare, and power measures. A senior local official should coordinate with the Central Organising Committee and assume full responsibility for local ceremonies.
For venues hosting Party and State leaders, local broadcasters will arrange event hosts, provide footage to VNPT and Viettel, and display live content on LED screens. At other sites, project boards and investors must coordinate with event firms and telecom providers to ensure signal transmission and on-site displays.
The VTV General Director will work with the Voice of Vietnam (VOV) and Vietnam News Agency (VNA) to finalise and distribute the official programme by August 15. VTV will lead communications before, during, and after the event across its platforms and social media.
The PM ordered VNPT, in coordination with Viettel, to complete all infrastructure by 3:00pm on August 15 and deploy technical staff to all venues. They are to provide live signals to VTV and on-site LED displays and issue connection instructions to organisers.
At 34 key sites, VNPT is tasked with managing connections between event teams and broadcasters, ensuring stable signal flow to the central hub. At other locations, VNPT and Viettel will deliver audio-visual signals to the central venue and onsite screens.
The PM also assigned specific tasks to particular ministries and agencies during preparations and implementation of the events. The Ministry of Construction and the Government Office will monitor, guide, and evaluate implementation, reporting to Deputy Prime Minister Tran Hong Ha. Issues beyond their scope will be referred to the PM./.
