State President urges Quang Ninh to affirm leadership role in Northern delta

The State President acknowledged Quang Ninh’s strong performance in socio-economic development, Party building and rectification, and in maintaining national defence, security, and public order. He praised the province’s efforts in safeguarding territorial integrity, expanding external affairs, and advancing international cooperation.

Hanoi (VNA) - State President Luong Cuong had a working session with the Quang Ninh provincial Party Committee on June 5 to review of the implementation of the Resolution of the 13th Party Central Committee's 11th meeting and the ongoing preparations in terms of documents and personnel arrangements for the upcoming provincial Party Congress.

In his remarks, the State President acknowledged Quang Ninh’s strong performance in socio-economic development, Party building and rectification, and in maintaining national defence, security, and public order. He praised the province’s efforts in safeguarding territorial integrity, expanding external affairs, and advancing international cooperation.

Looking ahead, the State leader called on the provincial Party Committee's Standing Board to uphold the spirit of consensus and solidarity, and improve communication and ideological work among officials at all levels and people from all walks of life. He stressed the need to effectively disseminate key new policies, including proposed constitutional reforms, law-making, economic strategies, and organisational restructuring efforts in preparation for Party congresses.

He underscored that organisational streamlining must be lean, effective, and results-oriented, requiring adherence to the Party’s guiding documents, transparency in personnel arrangements, and careful selection of qualified, visionary, and responsible leaders capable of operating in a dynamic, evolving local governance structure.

The President also highlighted the importance of strengthening oversight and inspection of the implementation of the Resolution of the 13th Party Central Committee's 11th meeting. He urged improved financial and public asset management to prevent waste and corruption, particularly during the restructuring process.

Regarding preparations for Party congresses at all levels, President Cuong stressed the need for comprehensive review and refinement of key political documents. These should incorporate new strategic directions outlined by the Party Central Committee, particularly the 10-year socio-economic development strategy (2021–2030) and the five-year socio-economic development orientation for the 2026–2030 period.

He emphasised the importance of integrating ideological, organisational, and policy solutions to ensure appropriate benefits and support for public servants and employees affected by the restructuring, including those ineligible for re-election.

Restructuring and personnel arrangements must ensure the continuity and stability of operations of administrations at all levels, with no disruption to public services and activities of the Party, businesses and people, he stressed. Simultaneously, economic development must remain a priority, with efforts focused on meeting and exceeding growth targets.

Addressing Quang Ninh's concerns, the President instructed the central working delegation to collect and forward all feedback from the province to relevant authorities for timely review and resolution within their mandates.

At the meeting, Quang Ninh’s leaders reported on their progress in implementing the Resolution of the 13th Party Central Committee's 11th plenum. The province has undertaken a comprehensive and well-coordinated effort to restructure commune-level administrative units and transition to a two-tier local administration model. The proposal received strong public support, with over 99% voter approval, and the new governance system is scheduled for trial operation from June 15.

Authorities have ensured stable operations of local agencies during the restructuring, and preparations for the full transition by July 1, are underway. Personnel affected by the reorganisation have been supported with transparent and fair policies, helping to stabilise the workforce and foster consensus.

Preparations for grassroots Party congresses ahead of the 14th National Party Congress are proceeding seriously and in line with central directives and local conditions.

Quang Ninh’s economy remains robust, with Q1 GRDP growth reaching 10.91%, exceeding the planned targets. The business environment, competitiveness, administrative reforms, and public satisfaction continue to place the province among the nation's leading localities. Recognising this momentum, the provincial Party Committee has raised its 2025 growth target to over 14%, 2% higher than the national benchmark set in the Government's Resolution No. 25, marking the highest target in its history./.
