Hanoi (VNA) – The following is a brief review of the day’s events as reported by the Vietnam News Agency.
– Vietnamese Prime Minister Pham Minh Chinh and his Lao counterpart Sonexay Siphandone co-chaired the 48th meeting of the Vietnam–Laos Intergovernmental Committee on Bilateral Cooperation in Vientiane on December 3.
The meeting aimed to review and assess the implementation of agreements under the Vietnam–Laos Cooperation Plans for the 2021–2025 period and for 2025; and discuss and agree on cooperation orientations and tasks for the 2026–2030 period and for 2026, particularly the realisation of the outcomes of the recent high-level meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party. – The National Assembly on December 3 passed the Law on the State of Emergency, with 419 out of the 420 deputies present voting in favour, accounting for 88.58% of the total deputies.
Comprising six chapters and 36 articles, the law regulates the principles, procedures, and authority for declaring, announcing, and lifting the state of emergency; measures applied during emergencies; the implementation of resolutions and orders related to emergencies; and the responsibilities of agencies, organisations, and individuals during such situations. – Vietnamese Deputy Prime Minister Ho Quoc Dung attended a ceremony in Mayabeque province on December 2 to mark the 65th founding anniversary of diplomatic relations between Cuba and Vietnam, organised by the Communist Party of Cuba (CPC) Central Committee.
In his speech, Dung recalled key milestones in Vietnam–Cuba relations, noting that Cuba was the first country in the Western Hemisphere to establish full diplomatic ties with Vietnam, and that President Fidel Castro was the first and only foreign head of state to visit the liberated zone in southern Vietnam in 1973. – Vietnam’s agro-forestry-fishery sector has set a new benchmark, posting an estimated 64.01 billion USD in export earnings in the first 11 months of 2025, a 12.6% rise year-on-year and already higher than 2024’s figure of 62.4 billion USD, the Ministry of Agriculture and Environment (MAE) reported.
Agricultural products remained the biggest contributor with 34.24 billion USD, up 15%. Livestock exports grew 16.8% to 567.4 million USD, aquatic products advanced 13.2% to 10.38 billion USD, and forestry exports climbed 5.9% to 16.61 billion USD. Read full story
– The Organisation for Economic Co-operation and Development (OECD) has revised upward its medium-term outlook for Vietnam, projecting GDP growth of 6.2% for 2026 and 5.8% for 2027, according to its latest global economic outlook released on December 2.

– Indonesia, the Philippines, Sri Lanka, Thailand, and Vietnam are among the countries currently worst affected by a combination of monsoon-related rainfall and tropical cyclone activity, according the World Meteorological Organisation (WMO).
Clare Nullis, spokesperson of the WMO, told a United Nations press briefing in Geneva on December 2 that devastating rainfall has triggered catastrophic flooding in parts of South and Southeast Asia, claiming hundreds of lives, displacing entire communities and causing massive economic disruption. – General Director of the Vietnam News Agency (VNA) Vu Viet Trang, and Director General of the Russian news agency TASS Andrey Kondrashov discussed specific cooperation directions to improve communication effectiveness, thus contributing to enhancing the Vietnam-Russia Comprehensive Strategic Partnership at their meeting on December 3.
