Hanoi (VNA) – The following is a brief review of the day’s events as reported by the Vietnam News Agency.

– General Secretary of the Communist Party of Vietnam Central Committee To Lam on November 4 presented the Politburo’s decisions appointing the Chairman of the Party Central Committee (PCC)’s Commission for Information, Education, and Mass Mobilisation, and the Permanent Vice Chairman of the PCC's Commission for Internal Affairs.

Specifically, the Politburo decided to assign and appoint General Trinh Van Quyet, Chairman of the General Department of Politics under the Vietnam People’s Army, as Chairman of the Party Central Committee’s Commission for Information, Education, and Mass Mobilisation. Quyet also steps down as a member of the Central Military Commission and its Standing Committee. Read full story

– Party General Secretary To Lam presented an appointment decision for the Secretary of the Party Committee of the Vietnam Fatherland Front (VFF) and Central Mass Organisations at a conference held in Hanoi on November 4.

At the conference, standing deputy head of the Party Central Committee’s Organisation Commission Hoang Dang Quang announced the Politburo’s decision to assign Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai to the Secretariat and the standing board of the Party Committee of VFF and Central Mass Organisations, and hold the position of Secretary of the Party Committee of VFF and Central Mass Organisation for the 2020 - 2025 term. She will leave the Party Committee and Standing Board of the Hanoi Party Committee, and step down from the position of Secretary of the Hanoi Party Committee in the 2025–2030 term. Read full story

– The Hanoi Party Committee held a conference on November 4 to announce the Politburo’s decision assigning Politburo member, Secretary of the Party Central Committee, and Chairman of its Inspection Commission Nguyen Duy Ngoc as Secretary of the Hanoi Party Committee for the 2025–2030 term.

Under the decision announced by Standing Vice Chairman of the Organisation Commission Hoang Dang Quang, Ngoc ceases holding the post of Secretary of the 13th Party Central Committee’s Secretariat to join the Hanoi Party Committee and its Standing Board and work as Secretary of the municipal Party Committee for the 2025-2030 tenure. – State President Luong Cuong, who is also Chairman of the National Defence and Security Council and Commander-in-Chief of the Armed Forces, on November 4 presented a decision appointing the Chairman of General Department of Politics of the Vietnam People’s Army (VPA) and decisions on promoting three senior military officers to the ranks of General and Senior Lieutenant General.

Authorised by the State President, Vice Chairman of the Presidential Office Nguyen Hoang Anh announced the State President’s decision to assign Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, and Chairman of the Party Central Committee's Commission for Information, Education and Mass Mobilisation as Chairman of the General Department of Politics of the VPA, and promoting his rank from Senior Lieutenant General to General. – As Typhoon Kalmaegi is expected to enter the East Sea on the morning of November 5, with sustained winds of Level 13–14 and gusts reaching Level 17, Prime Minister Pham Minh Chinh has ordered ministries, sectors, and local authorities to implement the highest-level response measures to protect lives and minimise damage.

According to the National Centre for Hydro-Meteorological Forecasting (NCHMF), after entering the East Sea, Typhoon Kalmaegi, the 13th storm hitting the waters this year, is forecast to head towards central and south-central Vietnam. Read full story

– Policies for the International Financial Centre (IFC) must be groundbreaking and superior, with open, transparent and business-friendly principles to attract all stakeholders, Prime Minister Pham Minh Chinh said at the Government’s thematic session in Hanoi on November 4.

The session reviewed eight draft decrees guiding the implementation of the National Assembly’s Resolution No. 222/2025/QH15 on the IFC. Read full story

– Thirty outstanding exhibitors were honoured at the closing ceremony of the first Autumn Fair 2025 held on November 3 at the Vietnam Exposition Centre in Hanoi’s outlying Dong Anh commune.

The awardees were selected from nearly 2,500 domestic and international businesses and organisations that have left outstanding marks in terms of design, trade promotion activities, brand promotion and professionalism in organising exhibition spaces and connections during the ten-day event. – Vietnam’s exports continued to expand strongly, rising more than 16% year-on-year to around 368 billion USD by mid-October, narrowing the gap with last year’s total of over 405 billion USD, according to the Department of Customs.

Export value increased by 52 billion USD compared with the same period in 2024, a notable gain given global trade remains affected by tariff measures and trade barriers in major markets. Read full story./.

Top legislator calls for strict discipline to further enhance quality of NA operations

Minister of Foreign Affairs receives Japan’s Tochigi Governor

PM suggests acceleration of Laos–Vietnam University establishment

Prime Minister Pham Minh Chinh said the two sides should strengthen the teaching and learning of Vietnamese and Lao in both countries, including introducing Vietnamese as an optional foreign language in Lao schools, while continuing academic exchanges and programmes on tradition education to nurture the special bilateral relationship, he said.
