Hanoi (VNA) – The following is a brief review of the day’s events as reported by the Vietnam News Agency.

– Policies and decisions adopted by the 12th Party Congress of the Vietnam People's Army (VPA) for the 2025 – 2030 tenure provide important guidance for building a clean, strong, exemplary Military Party Organisation, and develop a revolutionary, regular, elite, and modern people’s army, said Party General Secretary To Lam.

Addressing the closing ceremony of the 12th VPA Party Congress in Hanoi on October 2, the Party leader, who is also Secretary of the Central Military Commission, said that the congress marks a new chapter in developing the army and modernising national defence, ensuring the military grows stronger, remains an absolute, loyal, and reliable political and combat force of the Party, State, and people, and serves as the solid core of the all-people national defence system and the cause of national protection. – Prime Minister Pham Minh Chinh signed an official dispatch October 2, demanding swift recovery efforts following the catastrophic impact of Typhoon Bualoi across the northern and north-central regions.

The Ministry of Agriculture and Environment cited provinces' preliminary data as showing that as of October 1, 2025, Typhoon No. 10 and subsequent flooding left a trail of destruction across northern and north-central localities. The storm left 54 dead and missing while injuring 140 others. At least 154 homes were completely collapsed or washed away, and more than 154,000 houses were damaged or had their roofs ripped off. – Deputy Prime Minister Nguyen Hoa Binh has underscored the Vietnamese Government’s commitment to deepening cooperation with the Society for Worldwide Interbank and Financial Telecommunication (SWIFT) and other international financial institutions, while pledging to accelerate digital transformation and the adoption of advanced technologies to build a comprehensive, efficient, sustainable, and secure financial ecosystem.

Meeting with SWIFT Chief Executive Officer Javier Perez Tasso while attending SIBOS 2025 Frankfurt, an annual conference, exhibition and networking event organised by SWIFT for the financial industry, Binh expressed his impression of the event’s influence on the global financial community and suggested SWIFT consider organising a future SIBOS in Vietnam, positioning the country as a dynamic and emerging financial hub in the region. – Vietnam Coast Guard Vessel 8002 departed for the Philippines on October 1, marking the first visit by the Vietnamese maritime law enforcement force to the archipelago nation this year with the aim of deepening maritime cooperation.

– The Government’s resolution on visa exemption for citizens of 12 countries has been assessed as a strategic move, giving fresh momentum to Vietnam’s tourism recovery and strengthening the country's position on the global tourism map.

The 12 beneficiary countries are Belgium, Bulgaria, Croatia, the Czech Republic, Hungary, Luxembourg, the Netherlands, Poland, Romania, Slovakia, Slovenia, and Switzerland. Their citizens are allowed to stay in Vietnam for 45 days from the date of entry for tourism purposes, regardless of passport type, provided they meet all entry requirements. Minister of Foreign Affairs receives Japan’s Tochigi Governor

Trung suggested that Tochigi continue to effectively implement signed agreements and further strengthen cooperation in areas that can create new development momentum for Vietnam, such as science and technology, digital transformation, innovation, and the training of high-quality human resources.

PM suggests acceleration of Laos–Vietnam University establishment

Prime Minister Pham Minh Chinh said the two sides should strengthen the teaching and learning of Vietnamese and Lao in both countries, including introducing Vietnamese as an optional foreign language in Lao schools, while continuing academic exchanges and programmes on tradition education to nurture the special bilateral relationship, he said.

Cook Islands attaches importance to ties with Vietnam
