Official highlights key measures to shape new strategic development model

Hanoi (VNA) – Minister of Home Affairs Pham Thi Thanh Tra outlined six key tasks and solutions to improve the quality and efficiency of two-tier local administrations to better serve citizens and businesses in the next five years at press conference on October 13 to announce the outcomes of the first Congress of the Government’s Party Organisation for the 2025-2030 tenure.

According to the minister, in the next tenure, the Government Party Oganisaton will pay heed to refining institutional and policy frameworks to unlock resources for inclusive development; streamlining the administrative system, restructuring and improving personnel quality; promoting decentralisation and administrative reform; advancing science, technology, and digital transformation; and increasing investment in socio-economic infrastructure, especially transport works, to create motivation for development.

Tra, who is also member of the Government Party Committee's Standing Board and head of the Government Party Committee's Organisation Board, stressed that the past term marked a historic and groundbreaking reform with the restructuring of the administrative system and the establishment of two-tier local administrations - a milestone of national significance.

Under the direct leadership of the Party Central Committee, the Politburo, and especially General Secretary To Lam, the Government Party Organisation has taken comprehensive and decisive actions to restructure the state administrative system, including reorganising ministries, ministerial-level and government agencies, administrative units at all levels; and operating the two-tier local government model, she said.

The official stated that this reform is a historic and epochal revolution, shaping a new strategic development model with a long-term vision for the nation, paving the way for Vietnam to enter a new era – the era of strength, prosperity, civilisation, and happiness.

The entire political system, especially the two-tier local administrations, have been operating smoothly for three months, showing initial effectiveness while ensuring coherence and coordination across all levels, she said.

She noted that improving the quality and effectiveness of the administrative apparatus, particularly the operation of two-tier local administrations after streamlining, has been identified by the Government Party Organisation as one of the key tasks for the next term./.
