PM orders comprehensive solutions to boost domestic market

Hanoi (VNA) – Prime Minister Pham Minh Chinh has signed an official dispatch on strengthening measures to stimulate domestic consumption, towards achieving the national economic growth target of over 8% in 2025 amid slowing global trade and investment and rising risks affecting national socio-economic development.

The PM asked the Ministry of Industry and Trade to take concrete actions, including launching a special communication campaign to promote the “Vietnamese people prioritise using Vietnamese goods” movement, highlighting the quality of domestically produced products; and encouraging consumption of Vietnamese goods on both domestic and international e-commerce platforms.

The directive underscores the need for the ministry to organise trade promotion programmes, and centralised promotional and consumption demand stimulation programmes within the national trade promotion plan; to strengthen supply-demand linkages, bringing Vietnamese goods to rural, mountainous, remote, island, and disadvantaged areas through multi-channel models; and to partner with Vietnamese agricultural exchanges to distribute local specialties and OCOP-certified products.

The ministry should step up closer coordination with business associations and localities to help enterprises diversify supply sources, build flexible distribution networks, and improve demand forecasting to ensure stable and continuous supply, according to the document. It also stresses more comprehensive and effective use of digital technologies in developing sales channels.

The document calls for the prompt organisation of the 2025 Autumn Fair in line with Directive No. 172/CD-TTg dated September 25, 2025, ensuring it is practical, effective, economical, secure, and safe for the public.

It states that the Ministry of Culture, Sports, and Tourism must pay greater attention to boosting tourism programmes in connection with cultural activities, festivals, and trade promotion events nationwide to stimulate demand for Vietnamese goods and services among domestic and international tourists; developing creative, distinctive, and inter-regional tourism products; and promoting cultural and entertainment industries to enable the public to enjoy and participate in the commercialisation of cultural products.

The PM also requested close coordination among ministries, agencies, and localities to monitor prices, especially of essential goods and services, and to promptly implement appropriate and effective measures in line with their authority and regulations.

The State Bank of Vietnam was tasked with directing credit institutions to facilitate access to loans for people and businesses to boost domestic consumption, and providing credit packages to support production, business, and consumption, with simplified procedures and conditions to ensure effective disbursement.

The directive also calls for tighter price controls, greater transparency in declaring product origins and geographical indications, tougher penalties for violations, and further cuts in administrative procedures to improve the business environment.

State-owned groups and corporations were required to strengthen governance and financial efficiency, apply science and technology to improve product quality, cut costs, and lower prices to increase competitiveness; actively join trade promotion programmes and fairs; and expand promotions to boost consumption./.
