Hanoi (VNA) - Prime Minister Pham Minh Chinh has signed Dispatch No. 185/CD-TTg calling for urgent action to remedy the aftermath of Typhoon Bualoi and subsequent floods.
The document was sent to the chairpersons of the People’s Committees of Quang Ninh, Lang Son, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Phu Tho, Tuyen Quang, Son La, Lao Cai, Cao Bang, Thai Nguyen, Bac Ninh, Dien Bien, and Lai Chau provinces and Hanoi, as well as to ministers and heads of Government agencies.
Typhoon Bualoi, the 10th storm in the East Sea so far this year, which made landfall in northern and north-central regions of Vietnam on early September 29, along with subsequent flooding caused severe loss of life and property in the areas.
As of 7pm on October 2, preliminary figures reported 65 dead or missing, 164 injured; 349 houses collapsed, over 170,000 homes damaged or unroofed. These disasters inflicted great pain on many families, disrupted production, commerce, and daily life, and threaten the socio-economic growth of affected provinces and the nation in 2025.
Party General Secretary To Lam, and the permanent member of the Secretariat, and the PM have issued guidance and messages to encourage localities and citizens to overcome difficulties and restore stability swiftly.
On behalf of Party and State leaders, the PM praised the proactive efforts of local Party committees, authorities, mass organisations, the military, and police in promptly supporting people to cope with the disaster and begin recovery, the document wrote.
With further storm and flood risks imminent, the PM urged ministers, Government agency heads, and leaders of the affected provinces and cities to intensify efforts, fully mobilise resources, and implement decisive, coordinated measures to rapidly overcome the impacts of Typhoon No. 10 and recent floods, in line with Dispatch No. 183/CD-TTg issued on October 2. The priority is to restore normal life for the people as soon as possible.
Key tasks include supporting residents to repair homes and essential infrastructure, prioritising healthcare, education, electricity, water, telecommunications, and transport, especially in isolated areas of Thanh Hoa, Nghe An, Lao Cai, Tuyen Quang, and Cao Bang, with completion targeted by October 5.
The PM underlined the need to ensuring no pupils in affected areas lack schools, classrooms, books, or learning materials; and that no residents lack shelter, food, clothing, or medical care.
He also asked for urgently completion of damage assessments caused by typhoon, flash floods, and landslides.
The PM called on ministries, agencies, and localities to enhance communication and uphold traditions of mutual aid and solidarity, mobilising philanthropists, citizens, and businesses to help disaster-stricken communities recover, with the promotion of the mutual support tradition.
Focus is also on maximising support for affected households to resume production and business, especially agriculture, to stabilise livelihoods and sustain local economic growth.
The Ministry of Finance and Ministry of Industry and Trade were tasked to coordinate with localities to implement support and insurance policies promptly to help businesses recover, maintain services, and ensure economic growth targets for 2025.
The Ministry of Agriculture and Environment will coordinate with relevant agencies and provinces to fully assess nationwide damage from the typhoon and floods and report to the PM by October 4./.
