Son La voters call for measures to support livelihood transformation, prevent poverty relapse

Voters in the northern mountainous province of Son La have expressed their appreciation of and support for the draft documents to be submitted to the 14th National Party Congress, while proposing measures to promote sustainable development, support livelihood transformation, and prevent a return to poverty.

Son La (VNA) – Voters in the northern mountainous province of Son La have expressed their appreciation of and support for the draft documents to be submitted to the 14th National Party Congress, while proposing measures to promote sustainable development, support livelihood transformation, and prevent a return to poverty.

Ha Trung Thang, Secretary of the Party Committee of Muong Bam commune, stated that the draft documents prepared by the Party Central Committee were elaborated with great care and thoroughness, reflecting the crystallisation of the wisdom and dedication of the entire Party and the people.

The draft documents clearly demonstrate the Party’s innovative, comprehensive mindset and far-reaching strategic vision for the country’s development during the 2026–2030 period, with a vision toward 2045. They also identify strategic breakthroughs, focusing on rapid and sustainable development based on science, technology, innovation, digital transformation, green and circular economy; and continue emphasising that human beings are the centre, the subject, the goal, and the driving force of development, Thang assessed.

The vision toward 2045 is clearly expressed through the goal of turning Vietnam into a developed, high-income country, he added.

Regarding the assessment of the 2021–2025 period, Thang suggested the need to clarify more clearly the existing shortcomings, particularly the slow disbursement of funds for the implementation of national target programmes and the uneven progress of digital transformation. He also emphasised that issues related to food safety and the quality of goods, such as counterfeit and substandard products on the market, have not yet been thoroughly solved.

Also praising the draft documents, Permanent Deputy Secretary of the Party Committee of Binh Thuan commune Lo Van Thoa recommended that several key issues in the draft documents be further clarified.

In particular, regarding the assessment of the implementation of the 13th National Party Congress’s Resolution, he stressed the necessity to better specify the subjective causes of existing limitations, such as the slow pace of administrative reform, the low efficiency of public investment, and an investment environment that remains insufficiently open and transparent.

Concerning the structure and content of the 13 development orientations for the 2026–2030 period and the orientation for cultural and human development, he recommended that the draft documents should further clarify the mechanisms for realising the goal of deeply embedding cultural values into all aspects of social life. Thoa also proposed adding content on the development of digital culture and the creation of a healthy cultural environment in cyberspace.

Regarding the draft report summarising certain theoretical and practical issues on the renewal process toward socialism over the past 40 years in Vietnam and the proposed theoretical perspectives for the new period, Thoa recommended that the report should outline directions for research and the development of new theoretical frameworks suited to the modern context, such as building theories on digital transformation and modern state governance.

In addition, he highlighted the importance of addressing the slow disbursement of public investment, low labour productivity, uneven digital transformation, and shortcomings in market management. Furthermore, regarding urban development and new-style rural area building, he suggested adding content on livelihood transformation and poverty relapse prevention, rural development, and climate change adaptation./.
