Hanoi (VNA) — Prime Minister Pham Minh Chinh emphasised the need for game-changing measures to transform the institutional framework into a national competitive advantage while chairing the Government’s law-building session for August on September 4, which focused on reviewing 15 draft laws and one legal policy dossier.
Emphasising that building and perfecting institutions remains one of three strategic breakthroughs, the PM noted that since the start of the term, the Party, State, and Government have prioritised decisive, synchronous, and effective leadership in legal development, achieving important results contributing to national success.
He cited guidance from General Secretary To Lam at the Central Steering Committee’s special session on August 5, 2025, mandating that legal development and enforcement oversight must become focal, core, thorough and regular tasks across all sectors and localities.
PM Chinh reiterated that from early in the term, ministers and agency heads have been directed to personally lead institutional development and perfection, with the Government Party Committee’s Inspection Commission overseeing progress.
He called for greater determination, decisive and effective action in drafting laws, supporting subordinates, innovating by cutting unnecessary administrative procedures, and promptly resolving legal bottlenecks to mobilise resources for GDP growth targets of 8.3–8.5% this year and double digits in coming years, fulfilling the two centenary goals.
Looking ahead to the upcoming 10th session of the 15th National Assembly, the Government plans to submit about 112 reports and documents, including 47 draft laws and resolutions. The PM stressed these are crucial for completing the legal framework, enhancing state management effectiveness in key areas, creating an open and favourable legal environment for citizens and businesses, protecting their legitimate rights and interests, and balancing the interests of the State, citizens, enterprises, and partners.
He urged clear identification of deleted, amended, or added provisions, administrative procedure reductions, decentralisation issues, differing opinions, and matters needing Government direction.
Finally, the Government leader asked participants to contribute intellectual rigor and responsibility, keep interventions concise and focused on key contentious issues for Government feedback, and for drafting agencies to continue public consultation, involve experts and practitioners, learn from international experience, and closely coordinate with related bodies to ensure timely, high-quality submissions to the National Assembly./.
